Abstract
Pemanfaatan port reception facilities (PRF) di Pelabuhan Tanjung Priok dapat dikatakan belum optimal. Diketahui dari data 5 (lima) tahun ke belakang, jumlah kapal yang menggunakan fasilitas tersebut semakin menurun. Kapal yang membuang limbahnya di Pelabuhan Tanjung Priok kurang dari 0,27% pada tahun 2020. Hal tersebut terjadi karena mahalnya tarif yang dikenakan sehingga operator kapal memilih mengelola limbahnya sendiri. Dari permasalahan tersebut, dilakukan penelitian untuk mengetahui kondisi eksisting port reception facilities (PRF) di Pelabuhan Tanjung Priok, mengetahui potensi port reception facilities (PRF) di Pelabuhan Tanjung Priok, serta mengevaluasi port reception facilities (PRF) di Pelabuhan Tanjung Priok agar dapat meningkatkan jumlah penggunanya. Dalam penelitian ini, peneliti memberikan alternatif yang dapat dilakukan untuk meningkatkan jumlah pengguna layanan port reception facilities (PRF) dengan beberapa skenario yaitu skenario pemberian subsidi dan skenario pemberian dana refund. Berdasarkan hasil analisis dapat disimpulkan bahwa pada saat kondisi eksisting tarif layanan PRF sebesar Rp 250.000 per ton mampu memproduksi jumlah kapal pengguna PRF yang membongkar limbah minyak dan air sebanyak 45 unit dan jumlah kapal pengguna PRF yang membongkar limbah sampah sebanyak 7.133 unit pada tahun 2022. Kemudian, skenario pemberian subsidi dapat menurunkan tarif layanan PRF sebesar Rp 175.000 per ton sehingga didapatkan besaran subsidi sebesar Rp 75.000 per ton. Skenario pemberian subsidi dapat meningkatkan jumlah kapal pengguna PRF yang membongkar limbah minyak dan air sebanyak 75 unit dan jumlah kapal pengguna PRF yang membongkar limbah sampah sebanyak 10.695 unit pada tahun 2023. Sedangkan, skenario pemberian dana refund dapat meningkatkan jumlah kapal pengguna PRF yang membongkar limbah minyak dan air sebanyak 59 unit dan jumlah kapal pengguna PRF yang membongkar limbah sampah sebanyak 8.777 unit pada tahun 2023. Sehingga dapat dinyatakan bahwa skenario pemberian subsidi memberikan peningkatan jumlah kapal pengguna PRF lebih besar.

The utilization of port reception facilities (PRF) at Tanjung Priok Port can be said to be not optimal. It is known from the data of the past 5 (five) years, the number of ships using these facilities is decreasing. Ships that dump their waste at Tanjung Priok Port are less than 0.27% in 2020. This happens because of the high tariffs charged so that ship operators choose to manage their own waste. From these problems, research was conducted to determine the existing condition of port reception facilities (PRF) at Tanjung Priok Port, find out the potential of port reception facilities (PRF) at Tanjung Priok Port, and evaluate port reception facilities (PRF) at Tanjung Priok Port in order to increase the number of users. In this study, researchers provided alternatives that can be done to increase the number of port reception facilities (PRF) service users with several scenarios, namely subsidy scenarios and refund scenarios. Based on the results of the analysis, it can be concluded that at the time of the existing conditions, PRF's service tariff of IDR 250,000 per ton was able to produce the number of PRF users that dismantled oil and water waste as many as 45 units and the number of PRF user that dismantled garbage as many as 7,133 units in 2022. Then, the subsidy scenario can reduce the PRF service tariff by Rp 175,000 per ton so that the subsidy amount of Rp 75,000 per ton is obtained. The subsidy scenario could increase the number of PRF users dismantling oil and water waste by 75 units and the number of PRF user dismantling garbage by 10,695 units in 2023. Meanwhile, the refund scenario could increase the number of PRF users dismantling oil and water waste by 59 units and the number of PRF users dismantling garabge by 8,777 units in 2023. So it can be stated that the subsidy scenario provides for a greater increase in the number of PRF users.
