Abstract

Aktivitas pelayaran yang meliputi pelayaran internasional, tourism atau wisata, dan nelayan menjadi faktor penyebab kepadatan lalu lintas pelayaran di Selat Lombok yang dapat
menyebabkan meningkatnya risiko kecelakaan kapal. Nusa Penida diajukan sebagai wilayah Marine Protected Area (MPA) dimana dalam ketentuan MPA aktivitas kapal internasional masih dapat melalui kawasan tersebut maka dari itu diperlukan perlindungan dengan mengajukannya menjadi daerah perairan sensitif. Hasil penelitian ini yaitu indeks kerentanan lingkungan terhadap tumpahan minyak ekosistem terumbu karang pada kawasan konservasi Nusa Penida berada pada kategori kerentanan tinggi dengan nilai 6,4. Pada ekosistem mangrove nilai kerentanan lingkungan di Nusa Penida termasuk kedalam kategori Sensitif dengan nilai indeks kerentanan 3.02. Hazard Compatibility yang dilakukan dalam menentukan bahaya-bahaya berdasarkan aktivitas lalu lintas diperairan sesuai dengan kategori yaitu international shipping, tourism, dan nelayan dihasilkan penilaian risiko berupa tumpahan minyak dan analisis sewage. Penilaian risiko dilakukan untuk penentuan daerah perairan sensitif dengan analisis frekuensi tubrukan kapal pada wilayah TSS
menggunakan software IWRAP dengan nilai 10.992 x 10-5
per tahun. Analisis konsekuensi berupa pemodelan estimasi tumpahan minyak menggunakan software GNOME dengan hasil bahwa tumpahan minyak mencapai daerah konservasi dalam waktu 24 jam namun setelah dimasukkan ke dalam risk matrix dari DNV-GL; Hazard Identification and Qualitative Risk Evaluation of the Navigational risk for the Omø Syd Wind Farm dengan nilai frekuensi tubrukan kapal tanker dengan
general cargo yaitu 2.77 x 10-6 menunjukkan bahwa termasuk kedalam kategori negligible atau dapat diabaikan. Hasil persebaran limbah sewage (grey water) dengan menggunakan software MIKE21 adalah pemodelan persebaran buangan dari kapal penumpang sesuai dengan simulasi jarak buangan yaitu 4.3 mil dari daratan terdekat mencapai kawasan konservasi Nusa Penida.

Shipping activities which include international shipping, tourism or tourism, and fishing are factors causing the density of shipping traffic in the Lombok Strait which can lead to an increased risk of ship accidents. Nusa Penida was proposed as a Marine Protected Area (MPA) where in the provisions of the MPA international ship activities can still pass through the area, therefore protection is needed by submitting it as a sensitive waters area. The results of this study are that the environmental vulnerability index to oil spills on coral reef ecosystems in the Nusa Penida conservation area is in the high vulnerability category with a value of 6.4. In the mangrove ecosystem, the value of environmental vulnerability in Nusa Penida is included in the Sensitive category with a vulnerability index value of 3.02. Hazard Compatibility is carried out in determining the hazards based on water traffic activities according to the categories, namely international shipping, tourism, and fishing resulting in a risk assessment in the form of oil spills and sewage analysis. Risk assessment is carried out to determine sensitive water areas by analyzing the frequency of ship collisions in the TSS area using IWRAP software with a value of 10,992 x 10-5 per year. Consequence analysis in the form of oil spill estimation modeling using GNOME software with the result that the oil spill reached the conservation area within 24 hours but after being entered into the risk matrix of DNV-GL; Hazard Identification and Qualitative Risk Evaluation of the Navigational risk for the Omø Syd Wind Farm with a tanker with general cargo collision frequency value of 2.77 x 10-6 indicates that it is included in the negligible category or can be ignored. The results of the distribution of sewage (grey water) using MIKE21 software are modeling the distribution of sewage according to scenarios with variations of discharge distances, namely grey water discharge at a distance of 4.3 miles from the nearest land reaching the Nusa Penida conservation area.
