Abstract
Pandemi COVID-19 memiliki dampak signifikan pada aspek kesehatan, tata kota, dan mobilitas di Kota Makassar. Sehingga dibutuhkan best practice smart living untuk mengatasi dampak pandemi COVID-19 di kota Makassar. Sehingga tujuan dari penelitian ini adalah menganalisis kondisi terkini, menentukan indikator, mengembangkan kerangka kerja smart living dan memetakan kerangka kerja smart living pada indikator ketahanan pandemi COVID-19 dengan menggunakan metode kualitatif dengan studi kasus. Teknik pengumpulan data yang digunakan yaitu dokumentasi dan Focus Group Discussion (FGD) dengan responden yang terdiri dari pemerintah Kota Makassar. Hasil yang dicapai pada penelitian ini adalah mengetahui kondisi terkini kota Makassar paska pandemi COVID-19 masih perlu menghadapi berbagai tantangan pada aspek kesehatan, tata kota dan mobilitas (smart living). Dalam aspek kesehatan, pandemi menekan sistem kesehatan dan memicu perubahan dalam cara kota memahami dan menangani kesehatan masyarakat. Dalam aspek tata kota, pandemi mempercepat perubahan gaya hidup dan budaya kerja yang mempengaruhi perencanaan dan tata ruang kota. Dalam aspek mobilitas kota, pandemi memicu perubahan dalam cara orang bergerak dan bepergian, termasuk penurunan permintaan akan transportasi umum dan peningkatan pemanfaatan moda transportasi pribadi seperti berkendara sendiri. Selanjutnya menghasilkan pengembangan kerangka kerja smart living yang terdiri dari lima indikator yaitu key driver, key elements, key resilience, key stakeholders,dan key process. Kerangka kerja ini berfungsi sebagai struktur dan panduan dalam mengembangkan smart living di Kota Makassar terutama dalam menghadapi berbagai tantangan perkotaan akibat pandemi COVID-19. Penelitian ini telah divalidasi oleh 6 narasumber smart living di Kota Makassar yang terdiri Dinas Perhubungan, Dinas Komunikasi dan Informatika, dan Badan Perencanaan Pembangunan Daerah. Hasil pengukuran validitas pada masing-masing item hasil penelitian memiliki validitas tinggi. Keterbaruan dalam penelitian ini adalah menghasilkan kerangka kerja smart living untuk menghadapi pandemi COVID-19 di Kota Makassar yang belum pernah dikembangkan sebelumnya pada kota-kota di Indonesia

The COVID-19 pandemic has had a significant impact on the health, urban planning and mobility aspects of Makassar City. So that smart living best practices are needed to overcome the impact of the COVID-19 pandemic in the city of Makassar. So the purpose of this study is to analyze current conditions, determine indicators, develop a smart living framework and map the smart living framework on COVID-19 pandemic resilience indicators using qualitative methods with case studies. The data collection technique used was documentation and Focus Group Discussion (FGD) with respondents consisting of the government of Makassar City. The results achieved in this study are to find out the current condition of the city of Makassar after the COVID-19 pandemic still needs to face various challenges in the aspects of health, urban planning and mobility (smart living). On the health front, the pandemic is stressing health systems and triggering changes in how cities understand and deal with public health. In the urban planning aspect, the pandemic has accelerated changes in lifestyle and work culture that have affected urban planning and spatial planning. In terms of urban mobility, the pandemic is triggering changes in the way people move and travel, including a decrease in demand for public transportation and increased utilization of private modes of transportation such as self-driving. Furthermore, it resulted in the development of a smart living framework consisting of five indicators, namely key drivers, key elements, key resilience, key stakeholders, and key processes. This framework serves as a structure and guide in developing smart living in Makassar City, especially in facing various urban challenges due to the COVID-19 pandemic. This research has been validated by 6 smart living sources in Makassar City consisting of the Department of Transportation, the Office of Communication and Informatics, and the Regional Development Planning Agency. The results of measuring the validity of each research item have high validity. The update in this research is to produce a smart living framework to deal with the COVID-19 pandemic in Makassar City which has never been developed before in cities in Indonesia
