Abstract

The shipbuilding industry in Indonesia is still far behind in terms of quality, price and duration of work when compared to several developed countries. One reason is the lack of ability in terms of project management. Based on PMBOK 6th edition, project procurement management is an area of knowledge that is in three process groups in project management, namely planning, executing, and controlling and monitoring. In a new shipbuilding project, procurement management is often one of the causes of the inefficiency of the shipbuilding process. In this research, a risk management analysis will be carried out on the process of procuring Pilot Boat materials at PT X, Semarang. Furthermore, the author will accelerate the schedule using the PERT method and analyze project performance using the EVM method. This research resulted that the suitability of the procurement system at PT X with PMBOK 6th edition was very good, namely 90%. The potential failures in the procurement process at PT X amounted to 37 and the three potential failures with the largest RPN were those related to finance and material specifications. 6 risk mitigation points and a procurement scheme recommendation for PT X are obtained. From the Earned Value Management (EVM) calculation, the project has a cost performance with a CPI value of > 1 in week 1 to week 12, meaning the project is more economical than the budget. Time performance from week 1 to week 10 SPI value > 1 means the time performance is according to the planned schedule, while from week 11 to week 12 SPI value < 1 means the project is experiencing a delay from the planned schedule. The total estimated cost as a whole can be seen from the Estimate at Completion (EAC) calculation, which is Rp. 5,408,839,744. The estimated time for completion of the project can be seen from the results of the calculation of the Estimated Time (TE), which is 390 days. Scheduling the completion of the Pilot Boat Development Project using the Program Evaluation and Review Technique (PERT) method, the duration of completion is 256 days and has a completion probability of 99% per cent. For a 100 per cent probability, it falls on the 280th day.

Industri galangan kapal di Indonesia masih tertinggal jauh dari segi kualitas, harga maupun lama pengerjaan jika dibandingkan dengan beberapa negara maju. Salah satu penyebabnya adalah masih kurangnya kemampuan dalam hal manajemen proyek. Berdasarkan PMBOK 6th edition, manajemen pengadaan proyek adalah area pengetahuan yang berada dalam 3 kelompok proses pada manajemen proyek, yaitu planning, executing, dan controlling and monitoring. Dalam proyek pembangunan kapal baru, untuk manajemen pengadaan, kerap menjadi salah satu penyebab tidak efisiennya proses pembangunan kapal. Dalam penelitian ini akan dilakukan analisis manajemen risiko terhadap proses pengadaan material Pilot Boat di PT X, Semarang. Selanjutnya penulis akan membuat percepatan jadwal mmenggunakan metode PERT dan menganalisa kinerja proyek dengan metode EVM. Penelitian ini menghasilkan bahwa ketersesuian sistem pengadaan di PT X dengan PMBOK 6th edition sangat baik yaitu 90%. Kegagalan potensial dalam proses pengadaan di PT X ini berjumlah 37 dan tiga kegagalan potensial dengan RPN terbesar adalah yang bersangkutan dengan keuangan dan spesifikasi material. Didapat 6 poin mitigasi risiko dan sebuah rekomendasi skema pengadaan untuk PT X. Dari perhitungan Earned Value Management (EVM), bahwa proyek memiliki kinerja biaya dengan nilai CPI > 1 pada minggu ke-1 sampai dengan minggu ke-12 artinya proyek lebih hemat dari anggaran. Time performance pada minggu ke-1 sampai minggu ke-10 nilai SPI > 1 artinya time performance sesuai jadwal yang direncanakan, sedangkan pada minggu ke-11 sampai minggu ke-12 nilai SPI < 1 artinya proyek mengalami keterlambatan dari rencana jadwal. Total estimasi biaya secara keseluruhan dapat dilihat dari perhitungan Estimate at Completion (EAC) yaitu sebesar Rp. 5.408.839.744. Estimasi waktu penyelesaian proyek dapat dilihat dari hasil perhitungan Estimasi Waktu (TE) yaitu 390 hari. Penjadwalan penyelesaian proyek pembangunan Pilot Boat menggunakan metode Program Evaluation and Review Technique (PERT), durasi penyelesaian selama 256 hari dan memiliki probabilitas penyelesaian sebesar 99% persen. Untuk probabilitas 100 persen, jatuh pada hari ke-280.
