Abstract

Penelitian ini membahas mengenai keputusan membuat atau membeli pada layanan PT XYZ pasca ditunjuk sebagai pengelola pelabuhan di TUKS/ Tersus PT XYZ (Persero) di seluruh Indonesia. PT XYZ (Persero) dalam rangka pengelolaan pelabuhan khusus migas yang harus memenuhi ketentuan regulasi nasional dan standard internasional dimana untuk keselamatan pelayaran, keselamatan bongkar muat, keamanan, dan kelestarian lingkungan perlu dilakukan perawatan melalui kegiatan pengerukan. Dalam pemenuhan PT XYZ dihadapkan dua pilihan yakni melakukan investasi kapal keruk baru (make) atau menyewa kepada pihak ketiga (buy). Dalam memutuskan pilihan tersebut PT XYZ menganalisis menggunakan studi kelayakan keuangan untuk melihat skenario mana yang memiliki nilai investasi bisnis yang paling optimal dengan pendekatan perhitungan NPV (Net Present Value) dan IRR (kuantitatif). Selain financial feasibility diperlukan juga faktor - faktor lainnya yang menjadi pertimbangan penentuan strategi dimana faktor - faktor tersebut merupakan hasil kuisionare dari expert judgement (kualitatif). Hasil analisis keekonomian di dapatkan nilai NPV untuk investasi kapal keruk yakni positif yakni 14.897 atau lebih besar dari 0 (nol) dan nilai IRR 16,49% lebih besar dari Hurdle Rate 9,75%, sehingga investasi layak dijalankan (make). Selain dari itu hasil dari kuisioner atas faktor - faktor lainnya diberi bobot dengan hasil nilai terbesar adalah melakukan sewa ke pada pihak ketiga (buy). Dengan hasil analisis keekonomian yang positif (make) dan faktor-faktor lainnya menyimpulkan untuk melakukan sewa kepada pihak ketiga (buy) maka diharapakan PT XYZ membuat strategi rencana jangka pendek yaitu melakukan sewa kepada pihak ketiga (buy) dan strategi rencana jangka panjang adalah melakukan pembangunan investasi (make) agar perannya sebagai pengelola pelabuhan terpenuhi.

This research discusses the decision make or buy PT XYZ services after being appointed as port operator at PT XYZ (Persero) port throughout Indonesia. PT XYZ (Persero) in the context of managing a special port that must comply with national regulations and international standards, wherein for shipping safety, loading and unloading safety, security, and environmental sustainability, it is necessary to carry out maintenance through dredging activities. In fulfilling it, XYZ Company faces two choices, investing in a new dredger vessel (make) or charter it from a dredging company (buy). In making this choice, XYZ Company analyzes using a financial feasibility study to see which scenario has the most optimal business investment value using the NPV (Net Present Value) calculation approach (quantitative). Apart from the financial feasibility, there are other factors are also needed to be considered for drawing a strategy where these factors are the result of expert judgment questioners(qualitative). The results of the economic analysis show that the NPV value for the dredger vessel investment is positive, which is 14.897 > 0 and the IRR value is 16.49% > 9,75% (Hurdle Rate), so that the investment is feasible (make). Apart from that the results of questioners are weighted with the result that the largest value is to charter a vessel from dredging company (buy). With the results of a positive economic analysis (make) and other factors concluding that to charter a vessel from dredging company (buy), it is hoped that XYZ Company will make a short-term planning strategy, charter a vessel from dredging company (buy) and a long-term planning strategy is to carry out investment a new dredger vessel (make) so that its role as a port operatror is fulfilled.
