Abstract

Penelitian ini bertujuan untuk merancang Sistem Pengukuran Performansi Supply Chain dan menerapkan sistem tersebut sebagai proses evaluasi kinerja pada PT XYZ. PT XYZ merupakan perusahaan distributor Bahan Bakar Minyak (BBM) jenis solar High-Speed Diesel (HSD). Adanya penurunan produktivitas yang dirasakan membuat perusahaan perlu melakukan pengukuran kinerja. Hasil perancangan sistem pengukuran kinerja menghasilkan 14 Key Performance Indicators (KPIs) yang terbagi dalam lima proses inti rantai pasok yaitu Plan, Make, Source, Deliver dan Return dengan kategori atribut yaitu reliability, responsiveness, cost dan asset management. Penentuan indikator dilakukan menggunakan metode Supply Chain Operations Reference (SCOR) dan setelahnya didukung oleh metode Analytical Hierarchy Process (AHP) untuk menentukan pembobotan antar perspektif dan KPI dalam skala prioritas. Scoring System digunakan untuk melakukan pengukuran kinerja. Selanjutnya dilakukan analisis Traffic Light System untuk mengetahui pencapaian kinerja berdasarkan tiga warna (merah, kuning dan hijau) sebagai indikator ketercapaian.
Adapun berbagai indikator tersebut terdiri dari 1 indikator aktivitas Plan, 5 indikator Source, 1 indikator aktivitas Make, 5 indikator aktivitas Deliver dan 2 indikator aktivitas Return. Hasil pembobotan indikator kinerja hasil pengembangan dari aktivitas supply chain, antara lain: aktivitas Deliver memiliki bobot 0,4392, aktivitas Source memiliki bobot 0,2846, aktivitas Plan memiliki bobot 0,1567, aktivitas Make memiliki bobot 0,07173 dan aktivitas Return memiliki bobot 0,0476.
Hasil penerapan ditahun 2020, terdapat 13 indikator kinerja dengan skor hijau dan 1 indikator dengan skor merah. Sedangkan tahun 2021, terdapat 9 indikator dengan skor hijau, 4 indikator dengan skor kuning, dan 1 indikator dengan skor merah. Terdapat rekomendasi perbaikan untuk KPI dengan skor kuning dan merah yaitu A.1.1, B.1.2, C.1.1, D.1.2, D.2.1, E.1.1 agar KPI pada kategori tersebut dalam mencapai kategori hijau muda (85 - 99.99 %)

This study aims to design a Supply Chain Performance Measurement System and apply the system as a performance evaluation process at PT XYZ. PT XYZ is a distributor company for High-Speed Diesel (HSD) diesel fuel. The perceived decrease in productivity makes companies need to measure performance. The design results of a performance measurement system produce 14 Key Performance Indicators (KPIs) which are divided into five core supply chain processes namely Plan, Make, Source, Deliver and Return with attribute categories namely reliability, responsiveness, cost and asset management. Determination of indicators is carried out using the Supply Chain Operations Reference (SCOR) method and afterwards supported by the Analytical Hierarchy Process (AHP) method to determine the weighting between perspectives and KPIs on a priority scale. The Scoring System is used to measure performance. Furthermore, an analysis of the Traffic Light System is carried out to determine performance achievement based on three colors (red, yellow and green) as indicators of achievement.
The various indicators consist of 1 Plan activity indicator, 5 Source indicators, 1 Make activity indicator, 5 Deliver activity indicators and 2 Return activity indicators. The results of the weighting of performance indicators resulting from the development of supply chain activities, among others: Deliver activity has a weight of 0.4392, Source activity has a weight of 0.2846, Plan activity has a weight of 0.1567, Make activity has a weight of 0.07173 and Return activity has a weight 0.0476.
As a result of implementation in 2020, there are 13 performance indicators with a green score and 1 indicator with a red score. Whereas in 2021, there will be 9 indicators with a green score, 4 indicators with a yellow score, and 1 indicator with a red score. There are recommendations for improvement for KPIs with yellow and red scores, namely A.1.1, B.1.2, C.1.1, D.1.2, D.2.1, E.1.1 so that KPIs in these categories reach the light green category (85 - 99.99 %)
