Abstract

Total Quality Management (TQM) Merupakan Sistem Manajemen Mutu Di Perusahaan Yang Menitikberatkan Pada Kepuasan Pelanggan Serta Keterlibatan Seluruh Pegawai Dalam Melakukan Peningkatan Atau Perbaikan Yang Berkelanjutan. Konsep TQM Sudah Lama Diterapkan Di Dunia Bisnis Termasuk Dunia Konstruksi Di Indonesia Namun Penerapannya Masih Belum Maksimal. Penelitian Ini Bertujuan Untuk Menganalisis Implementasi TQM Di Perusahaan Konstruksi Jalan Tol di Indonesia. Penilaian Dilakukan Berdasarkan 7 Variabel TQM Antara Lain: Leadership Dan Komitmen Top Management, Perencanaan Dan Pengembangan Strategis, Sistem Manajemen Pelanggan, Manajemen Dan Pengukuran Informasi, Manajemen Sumber Daya Manusia, Manajemen Supplier / Partnership, Serta Manajemen Proses. Kuisioner Digunakan Sebagai Alat Untuk Pengumpulan Data, Dengan Responden Top Level Manajemen Masing Masing BUMN Konstruksi. Data Hasil Kuisioner Kemudian Dianalisis Menggunakan Importance Performance Analysis (IPA) Untuk Memetakan Aspek Unggul, Aspek Kurang, Serta Hambatan Dalam Implementasi TQM Di Perusahaan Konstruksi Jalan Tol. Hasil Analisis Menunjukkan Perusahaan Konstruksi Jalan Tol di Indonesia Telah Menerapkan TQM Dengan Baik, Namun Proses Improvement (Perbaikan Berkelanjutan) Harus Tetap Dilaksanakan Untuk Meningkatkan Kualitas Dan Pelayanan Berdasarkan Kepuasan Pelanggan. Permasalahan Yang Dihadapi Dalam Implementasi TQM Di Kelompokkan Menjadi 3 Yaitu Organisasi, Sumber Daya Dan Improvement. Hal Ini Harus Dicermati Dan Tindaklanjuti Agak Meningkatkan Kinerja Perusahaan Dimasa Mendatang

Total Quality Management (TQM) Is A Quality Management System Used By The Company That Focused On Customer Statisfactory With The Continuous Improvement Implementation. TQM Concept Has Been Implemented In For A Long Time In The World Of Business Including The Indonesian Construction Project. However, The TQM Implementation Is Not Good Enough Yet The Aim Of This Study Is To Analize The Implementation Of TQM In Indonesian Toll Road Construction Company. The Assessment Is Based On 7 TQM Variables Such As: Leadership And Top Management Commitment, Strategic Planning, Customer Management, Information Management And Measurement, People Management, Partnership/Suppliers Development, And Process Management. A Questionnaire Is Used As Data Collection Tool With Top-Level Management As The Respondents. The Data Is Analyzed Using Importance Performance Analysis (IPA) Method To Determine Excellence And Deficient Aspects, And The Hindrance To TQM Implementation In Toll Road Company. The Results Of The Analysis Show That Toll Road Construction Companies In Indonesia Have Implemented TQM Well, But The Process Of Improvement (Continuous Improvement) Must Still Be Carried Out To Improve Quality And Service According To Customer Satisfaction. There Are 3 Problems Faced In The Implementation Of TQM Organization, Resources And Improvement Process. This Must Be Observed And Followed Up To Improve The Company’s Performance In The Future.
