Abstract

Suistanable Development Goals (SDGs) merupakan suatu rencana aksi global yang disepakati oleh para pemimpin dunia termasuk Indonesia, guna mengurangi kesenjangan, melindungi lingkungan, dan mengakhiri kemiskinan. Kemiskinan adalah ketidakmampuan dalam memenuhi kebutuhan manusia yang beraneka ragam yang selanjutnya dapat dipandang melalui berbagai aspek. BPS mencatat pada Maret 2021 jumlah penduduk miskin terbesar di Indonesia berada di Pulau Jawa dengan total sebesar 14,8 juta jiwa atau setara dengan 53,6% dari total jumlah penduduk miskin secara nasional. Tujuan dari penelitian ini adalah untuk mengetahui faktor apa saja yang mempengaruhi persentase penduduk miskin di Pulau Jawa dengan menggunakan model Spatial Autoregressive Fixed Effect Panel Data menggunakan prosedur estimasi maximum likelihood dan pembobot spasial yang digunakan yaitu pembobot queen contiguity. Pembobot queen contiguity dibentuk berdasarkan ketersinggunagan antara sisi dan sudut. Data dalam penelitian ini merupakan data sekunder mengenai indikator-indikator yang berpengaruh terhadap persentase penduduk miskin di tiap provinsi di Pulau Jawa dari tahun 2013 hingga tahun 2021 yang diambil dari BPS Indonesia. Hasil dari penelitian ini menunjukkan bahwa model terbaik ialah model SAR fixed effect dengan pengaruh individu dengan variabel eksogen yang mempengaruhi persentase penduduk miskin di Pulau Jawa secara signifikan ialah variabel tingkat pengangguran terbuka (TPT) dan variabel tingkat partisipasi angkatan kerja (TPAK) dengan nilai elastisitas dari masing-masing variabel adalah 0,1362 dan -0,1569 serta nilai kebaikan model tersebut adalah sebesar 68,91%.

The Sustainable Development Goals (SDGs) are a global action plan agreed upon by world leaders, including Indonesia, to reduce inequality, protect the environment, and end poverty. Poverty is the inability to meet diverse human needs that can then be viewed through various aspects. BPS noted that in March 2021 the largest number of poor people in Indonesia was on the island of Java with a total of 14.8 million people or equivalent to 53.6% of the total number of poor people nationally. The purpose of this study is to find out what factors affect the percentage of poor people in Java Island by using the Spatial Autoregressive Fixed Effect Panel Data model using the maximum likelihood estimation procedure and spatial weighting used, namely queen contiguity weighting. Queen contiguity weighting is formed based on the intersection between sides and angles. The data in this study is secondary data on indicators that affect the percentage of poor people in each province in Java from 2013 to 2021 taken from BPS Indonesia. The results of this study show that the best model is a fixed effect SAR model with individual influences with exogenous variables that affect the percentage of poor people in Java Island significantly are the variables of the open unemployment rate (TPT) and the variable labor force participation rate (TPAK) with the elasticity value of each variable is 0.1362 and -0.1569 and the good value of the model is 68.91%.
