Abstract

Pupuk merupakan salah satu komoditas utama yang mendorong pembangunan ekonomi di Indonesia, dengan anggaran dan kuantitas yang besar dari subsidi tahunan negara. Subsidi tahunan ini harus dikirimkan ke pelabuhan masing-masing di kota-kota, pusat distribusi regional, dan pada akhirnya ke kios petani, melalui proses pengantongan yang terjadi di Unit Pengantongan Pupuk (UPP) atau dalam kasus ini disebut sebagai cross-dock. Pembebanan pada anggaran tahunan negara dan diperburuk oleh daya saing dalam industri logistik, perbaikan pemotongan biaya perlu dilakukan. Masalah muncul akibat sifat free-flowing pada pupuk non-organik, sehingga menyebabkan kecenderungan caking—suatu proses di mana pupuk granular mengalami pengerasan dan membentuk aglomerat atau penggumpalan, sehingga membutuhkan penanganan dengan alat berat, yang pada akhirnya menghasilkan biaya tambahan bagi distributor. Salah satu strategi yang disebut cross-docking, di mana barang diangkut dengan sedikit atau tanpa penyimpanan di antaranya, merampingkan aliran distribusi yang menghasilkan lead time yang lebih pendek dalam distribusi. Strategi yang diusulkan oleh penulis dalam penelitian ini adalah untuk secara optimal menyelesaikan penyusunan rute dan penjadwalan truk ke beberapa cross-dock sambil menugaskannya ke beberapa pintu dok secara bersamaan. Dengan meminimalkan waktu transit pupuk secara keseluruhan, kejadian caking dapat dikurangi sekaligus mengurangi kebutuhan penanganan, yang pada akhirnya menurunkan biaya. Masalah The Pickup and Delivery Problem with Cross-Docking Considering Caking Propensity and Variable Vessel Arrival (PDPCD-CP-VVA) dikembangkan dalam penelitian ini untuk mencari trade-off karena perubahan jumlah cross-dock, jumlah armada kendaraan, dan kedatangan kapal, terhadap keseluruhan waktu makespan, rasio caking rata-rata, dan total biaya distribusi. Tujuan utamanya adalah untuk memenuhi permintaan pickup dan delivery subsidi pupuk negara. Heuristik berdasarkan pendekatan Nearest Neighbor digunakan untuk memecahkan masalah untuk mendapatkan solusi yang memuaskan

Fertilizers are one of the key commodities that drives economic development in Indonesia, with large budget and quantities from the annual state subsidy. These annual subsidies must be delivered to its respective ports in cities, regional distribution centers, and ultimately to farmers kiosk, through the bagging process occurring in intermediate warehouses or cross-docks. Straining the annual state budget and worsened by the competitiveness in the logistics industry, cost-cutting improvements are necessary to be implemented. Problems also arise due to the free-flowing nature of chemical fertilizers, which causes the tendency of caking—a gradual process where granular fertilizers form agglomerates or clumps, thus requiring handling with heavy equipment and loss of quality, ultimately yielding additional costs to the distributor. One particular strategy called cross-docking, where goods are transported with little to no storage in between, streamlines the flow of distribution which results in shorter lead time in distribution. The cross-docking strategy works well in supply chains where goods have to be constantly moving with fairly short storage time, in this case, fertilizer supply chains. The strategy proposed by the author in this research is to optimally solve the routing and scheduling of trucks to multiple cross-docks while assigning it to multiple dock doors simultaneously. By minimizing the overall in-transit time of fertilizers, caking occurrences can be reduced while lessening handling needs, ultimately lowering costs. The Pickup and Delivery Problem with Cross-Docking Considering Caking Propensity and Variable Vessel Arrival (PDPCD-CP-VVA) is developed in this research to seek the trade-off due to changes in the number of cross-dock, vehicle fleet sizes, and vessel arrivals to the overall makespan, average caking ratio, and total distribution cost. The main objective is to fulfill the pickup and delivery requests of state fertilizer subsidy. Heuristic based on the Nearest Neighbor approach is utilized to solve the problem to derive a satisfactory solution
