Abstract
Proyek pengembangan gas di Lapangan Kemuning PT. PEPC ADK merupakan kegiatan EPCI. Tahun 2021, SKKMIGAS telah menyetujui hasil studi Front End Engineering Design (FEED) fasilitas produksi. Namun, eksekusi proyek tersebut masih memiliki tantangan yang cukup besar, seperti fase yang tumpang tindih dan saling ketergantungan antar kegiatan, detail kegiatan yang sangat kompleks, dan tingginya risiko ketidakpastian delivery material khususnya dalam fabrikasi material utama (main equipment). Tujuan penelitian ini pertama, adalah untuk menentukan jaringan kerja, menganalisis waktu yang optimal dan perkiraan biaya menyelesaikan proyek yang waktu penyelesaiannya dipercepat. Kedua, Tercapainya indikator keberhasilan milestone system commissioning, startup dan put on production (POP), meminimalkan keterlambatan kegiatan suatu proyek konstruksi EPCI dan konsep penjadwalan proyek yang terstruktur sehingga kegiatan kerja menjadi efektif dan efisien. Metode penelitian ini, adalah mengintegrasikan analytical hierarchy process (AHP) pada change order peralatan utama dan critical path method (CPM). Subjek peneliti berjumlah 5 responden sebagai expert judgment yang terlibat dalam menangani proyek dari level engineering leader hingga managerial. Teknik pengambilan data menggunakan Focus Grup Discussion (FGD) dan kuesioner mengenai tingkat kepentingan kriteria dan sub kriteria meliputi quality, cost, delivery, dan safety. Summary pemilihan network alternatif yaitu material transfer agreement, modifikasi alat eksisting, dan fabrikasi peralatan baru. Hasil penelitian AHP pemilihan alternatif didapatkan alternatif pilihan dengan metode Material Transfer Agreement. Analisis CPM didapatkan jaringan kerja pada Jalur Kritis adalah Project Management 7 aktifitas, Engineering 10 aktifitas, Procurement 13 aktifitas dan Construction & Instalation 9 aktifitas serta diperoleh waktu optimal 126 hari kalender, 5 Juli 2021 sampai dengan 27 Desember 2021 dari waktu perencanaan awal 292 hari kalender (lebih cepat 166 HK, 43%). Analisis biaya proyek sebesar Rp. 36.827.704.786, dimana nilai kegiatan pada jalur kritis yang waktu penyelesaiannya dipercepat sebesar Rp. 27.185.512.225 (73.8%).

Gas development project in Kemuning Field PT. PEPC ADK is an EPCI activity. In 2021, SKKMIGAS has approved the results of the Front End Engineering Design (FEED) study for production facilities. However, the execution of the project still has considerable challenges, such as overlapping phases and interdependence between activities, very complex activity details, and the high risk of material delivery uncertainty, especially in main material fabrication (main equipment). The purpose of this research, first, is to determine the network, analyze the optimal time and estimated cost of completing a project whose completion time is accelerated. Second, achievement of milestone system commissioning, startup and put on production (POP) success indicators, minimizing delays in the activities of an EPCI construction project and the concept of structured project scheduling so that work activities become effective and efficient. The method in this study integrates the analytical hierarchy process on the main equipment change order and the critical path method. The research subjects amounted to 5 respondents as expert judgment involved in handling projects from the engineering leader to managerial level. Data collection techniques used Focus Group Discussion (FGD) and questionnaires regarding the level of importance of criteria and sub criteria including quality, cost, delivery, and safety. Summary of alternative network selection, namely material transfer agreement, modification of existing equipment, and fabrication of new equipment. The results of the AHP research on alternative selection obtained an alternative choice with the Material Transfer Agreement method. The CPM analysis obtained a network on the Critical Path namely Project Management 7 activities, Engineering 10 activities, Procurement 13 activities and Construction & Installation 9 activities and obtained an optimal time of 126 calendar days, 5 July 2021 to 27 December 2021 from the initial planning time of 292 calendar days (faster 166 days, 43%) . Analysis of the project cost of Rp. 36,827,704,786, where the value of activities on the critical path with an accelerated completion time is Rp. 27,185,512,225 (73.8%).
