Abstract

Kabupaten Lamongan menyandang gelar “Lumbung Pangan Nasional” serta ditetapkan sebagai Lokasi Pengembangan Kawasan Agropolitan Prioritas di Provinsi Jawa Timur menurut RTRW Provinsi Jawa Timur 2011-2031. Kabupaten Lamongan memiliki kekayaan alam yang melimpah dalam bidang pertanian, perikanan, peternakan dan kehutanan. Namun seiring waktu, Kabupaten Lamongan mengalami alih fungsi guna lahan pertanian yang sangat pesat. Konversi lahan sawah terbesar di Jawa Timur adalah Kabupaten Lamongan yaitu seluas 1894,19 hektar atau 19,29% dari total luas konversi yang terjadi. Pada kawasan pesisir alih fungsi guna lahan terjadi sangat pesat akibat ditetapkannya KEK (Kawasan Ekonomi Khusus). Seiring dengan laju pertumbuhan penduduk 1,5% pada tahun 2010-2020, permintaan akan kebutuhan konsumsi sumber daya alam semakin meningkat. Adanya keragaman fungsi wilayah dan kegiatan yang pesat di tengah tuntutan keseimbangan pasokan dan permintaan sumberdaya membuat Kabupaten Lamongan memerlukan arahan pemanfaatan lahan melalui pendekatan telapak ekologis. Analisis ini dilakukan berdasarkan komponen biokapasitas atau ketersediaan lahan produktif, telapak ekologis atau konsumsi pemanfaatan lahan, dan defisit lahan. Indikator dalam penelitian ini adalah populasi, lahan, produktivitas lahan, dan konsumsi. Tahapan penelitian ini dimulai dari perhitungan biokapasitas (demand), telapak ekologis (supply), keseimbangan defisit ekologis, dan arahan pemanfaatan lahan. Kemudian dilakukan komparasi hasil perhitungan eksisting lahan 2020, telapak ekologis 2020, rencana pola ruang 2040 (RTRW 2020-2040), dan proyeksi telapak ekologis 2040. Hasil arahan pemanfaatan lahan kemudian akan diolah menggunakan analisis delphi untuk mendapatkan konsensus arahan pemanfaatan lahan dari expert judgment. Hasil penelitian menunjukkan bahwa Kabupaten Lamongan secara agregat mengalami surplus pada level 1 dengan defisit ekologis 12133297,4`1 Gha atau sebesar 9,0186 Gha/kapita. Biokapasitas lahan lebih besar 1359 % dari 150% dari telapak ekologisnya (BK > 150% TE). Kondisi biokapasitas wilayah masih bisa memenuhi kebutuhan penduduk dan lahan surplus dapat mensuplai kebutuhan wilayah lain yang mengalami defisit. Penelitian ini menghasilkan arahan pemanfaatan lahan berupa integrasi, konservasi, normalisasi, rehabilitasi, intensifikasi,dan ekstensifikasi lahan.

Lamongan Regency holds the title “National Food Barn” and is planned as a Priority Agropolitan Area Development Location in East Java Province according to the 2011 -2031 East Java Provincial RTRW. Lamongan Regency has abundant natural resources in the fields of agriculture, fisheries, grazing, and forestry. However, over time, Lamongan Regency experienced a very rapid conversion of agricultural land use. The largest rice field conversion in East Java is Lamongan Regency, which is 1894.19 hectares or 19.29% of the total conversion area. In coastal areas, land use change occurs very rapidly due to the establishment of KEK (Kawasan Ekonomi Khusus). Along with the population growth rate of 1.5% in 2010-2020, the demand for consumption needs of natural resources is increasing. The diversity of regional functions and activities that are rapidly growing in the midst of demands for a balance of supply and demand for resources makes Lamongan Regency require land use direction through an ecological footprint approach. This analysis is carried out based on the components of biocapacity or the availability of productive land, ecological footprint or land use consumption, and land deficit. The indicators in this study are population, land use, land productivity, and consumption. The stages of this research are starting from the calculation of biocapacity (demand), ecological footprint (supply), ecological deficit balance, and land use direction. Then a comparison is made on the results of the calculation of the existing 2020 land, the 2020 ecological footprint, the 2040 spatial pattern plan (RTRW Lamongan 2020-2040), and the 2040 ecological footprint projection. The results of the land use direction will then be processed using Delphi analysis to obtain a consensus on land use directions from expert judgment. The showed that Lamongan Regency in aggregate experienced a surplus at level 1 with an ecological deficit of 12133297.4`1 Gha or 9.0186 Gha/capita. The biocapacity of the land is 1359% greater than 150% of its ecological footprint (BC > 150% EF). The condition of regional biocapacity can still meet the needs of the population and surplus land can supply the needs of other regions experiencing a deficit. This research resulted in land use in the form of integration, conservation, normalization, rehabilitation, intensification, and extension of landification.
