Abstract

Perkembangan kawasan religi Ampel mempunyai peran penting bagi Kota Surabaya terkait adanya nilai historis, social, budaya, dan ekonomi yang unik di wilayah tersebut. Hal ini berdampak pada berkembangnya perekonomian masyarakat yang mendukung kegiatan wisata, salah satunya keberadaan Pedagang Kaki Lima. Berdasarkan SK Walikota No.3 Tahun 2005 tentang Penataan Lokasi Usaha dan Pembinaan Usaha Pedagang Kaki Lima di Kotamadya Surabaya, daerah Ampel tidak termasuk lokasi yang ditetapkan sebagai lokasi PKL. Akan tetapi, eksistensi PKL merupakan sumber mata pencaharian masyarakat. Sehingga menarik untuk dikaji tentang pengaruh PKL terhadap citra kawasan wisata Ampel berdasarkan preferensi pengunjung.
Metode yang dilakukan adalah analisis deskriptif, dan Importance Performance Analysis (IPA) terhadap hasil 100 kuisioner masyarakat. Hasilnya adalah keberadaan PKL belum memenuhi harapan pengunjung kawasan religi Ampel dari segi land use dan parkirannya. Strategi yang dirumuskan berupa memindahkan lokasi PKL ke Sentra PKL yang telah disediakan oleh Pemerintah, melakukan pemantauan rutin di lokasi yang rawan menjadi tempat mengumpulnya PKL, memberikan sistem denda untuk PKL yang tidak patuh aturan, dan sterilisasi bahu jalan dari parkir liar dan penyedia layanan yang tidak bertanggung jawab.

The development of the Ampel religious area has an important role for the City of Surabaya in relation to the historical, social, cultural and economic values that are unique to the region. This has an impact on the development of the community's economy that supports tourism activities, one of which is the existence of street vendors. Based on Mayor's Decree No.3 of 2005 on Structuring Business Locations and Business Development of Street Vendors in the Surabaya Municipality, the Ampel area is not one of the locations designated as street vendors. However, the existence of street vendors is a source of livelihood for the community. So it is interesting to study about the influence of street vendors on the image of the Ampel tourist area based on visitor preferences.
The method used is descriptive analysis and Importance Performance Analysis (IPA) on the results of 100 community questionnaires. The result is that the existence of street vendors has not met the expectations of visitors to the Ampel religious area in terms of land use and parking. The strategy formulated in the form of moving PKL locations to PKL Centers that have been provided by the Government, conducting routine monitoring in locations that are prone to gathering street vendors, providing a system of fines for street vendors who do not comply with the rules, and sterilizing road shoulders from illegal parking and service providers who do not to be responsible.
