Abstract

Dinas Kependudukan dan Pencatatan Sipil (Dispendukcapil) Kota Surabaya merupakan unsur pelaksana urusan pemerintahan bidang Administrasi dan Pencatatan Sipil. Dispendukcapil menyediakan banyak layanan administrasi dan pencatatan sipil, termasuk layanan pengajuan akta kelahiran. Sebagai lembaga pencatatan sipil, Dispendukcapil didorong untuk selalu memberikan pelayanan administrasi kependudukan yang prima, dinamis, dan humanis. Layanan pengajuan akta kelahiran merupakan salah satu layanan dengan total jumlah keluhan terbesar, utamanya dalam aspek lama waktu penyelesaian. Terdapat penelitian sebelumnya yang melakukan analisis proses pengajuan akta kelahiran pada sistem layanan elektronik KLAMPID Dispendukcapil. Hasil dari analisis tersebut menunjukkan beberapa akar permasalahan yang menyebabkan variasi lama waktu siklus proses. Untuk mengatasi hal tersebut, Dispendukcapil memperbarui sistem mereka dari sistem KLAMPID menjadi KLAMPID New Generation (KNG). Namun, Dispendukcapil belum mengetahui secara pasti bagaimana performa dari proses pengajuan akta kelahiran pada KNG dibandingkan dengan KLAMPID. Dispendukcapil mengalami kesulitan dalam menganalisis kinerja KNG secara objektif karena belum ada metode pengecekan kinerja terstruktur yang diterapkan. Terlebih lagi, Dispendukcapil perlu mengetahui apakah muncul masalah baru pada sistem KNG yang sebelumnya tidak ditemukan pada KLAMPID. Oleh karena itu, dibutuhkan analisis terstruktur terkait kinerja layanan pengajuan akta kelahiran pada sistem KNG. Penelitian ini bertujuan untuk mendapatkan rekomendasi peningkatan proses pengajuan akta kelahiran untuk mempercepat waktu proses. Selain rekomendasi peningkatan proses, penelitian ini juga bertujuan untuk membantu Dispendukcapil Surabaya dalam menentukan beberapa kemungkinan perbaikan KNG sebagai sistem layanan elektronik utama yang digunakan. Untuk melakukan analisis layanan pengajuan akta kelahiran, penelitian ini menggunakan pendekatan process mining dengan memanfaatkan data event log proses pengajuan akta kelahiran pada KNG. Data event log merekam data dari tiap kasus pengajuan akta kelahiran, aktivitas yang dilakukan, dan catatan waktu dari tiap aktivitas. Data tersebut diekstrak dari sistem KNG lalu diolah untuk menemukan model proses aktual dari pengajuan akta kelahiran. Model proses tersebut dapat dianalisis lebih lanjut untuk menemukan variasi kasus, lama waktu dari tiap aktivitas, serta kepatuhan terhadap aturan yang diterapkan Dispendukcapil. Penelitian ini menghasilkan beberapa temuan berdasarkan analisis model proses, pengecekan kesesuaian, perbandingan dengan KLAMPID, dan pengecekan kinerja. Dari aspek waktu, ditemukan bahwa nilai rata-rata dari semua kategori melewati SOP, sedangkan nilai mediannya masih dalam rentang SOP. Jika dibandingkan dengan KLAMPID, kinerja proses bisnis akta kelahiran jauh lebih baik, ditunjukkan dengan turunnya rata-rata waktu penyelesaian kasus, dan naiknya jumlah kasus yang selesai dalam 1 hari. Temuan-temuan tersebut dianalisis menggunakan root cause analysis untuk menemukan akar permasalahan dan menjadi dasaran pembuatan rekomendasi. Dari aspek sistem, Dispendukcapil disarankan untuk memperbaiki pola pembagian kasus menjadi round robin termodifikasi, memperbaiki bugs, dan meningkatkan proactive customer service. Dari aspek SDM, Dispendukcapil disarankan untuk menambah petugas TTE, melakukan pelatihan dan evaluasi berkala, serta mengubah pembagian kerja tiap aktivitas. Pada aspek proses, Dispendukcapil disarankan untuk membuat standar kerja yang lebih jelas berdasarkan time motion study dan hasil analisis PM. Penelitian ini berkontribusi terhadap implementasi process mining pada organisasi sektor publik di Indonesia yang masih sedikit, serta memberikan penerapan process mining sebagai evaluasi perbaikan sistem dan proses bisnis yang didasari penelitian process mining sebelumnya. Bagi Dispendukcapil, penelitian ini dapat memberikan gambaran bagaimana kondisi proses pengajuan akta kelahiran yang sebenarnya dan beberapa rekomendasi yang dapat diterapkan untuk mempercepat waktu proses

Surabaya City Office for Population Administration and Civil Registration (COPACR) is an element of government affairs in the field of Administration and Civil Registration in Surabaya. Dispendukcapil provides many administrative and civil registration services, including services for filing birth certificates. As a civil registration institution, Dispendukcapil is encouraged to always provide excellent, dynamic and humane population administration services. The birth certificate submission service is one of the services with the largest total number of complaints, especially in terms of the length of time it takes to complete. There was previous research that analyzed the process of filing a birth certificate in the COPACR’s KLAMPID electronic service system. The results of the analysis show several root causes that cause variations in the length of the process cycle time. To overcome this, COPACR updated their system from the KLAMPID system to KLAMPID New Generation (KNG). However, COPACR does not know exactly how the performance of the birth certificate application process at KNG compares with KLAMPID. COPACR has difficulty in objectively analyzing KNG performance because there is no structured performance checking method applied yet. What's more, COPACR needs to know whether new problems have arisen in the KNG system that were not previously found in KLAMPID. Therefore, a structured analysis is needed regarding the performance of birth certificate application services in the KNG system. This study aims to obtain recommendations for improving the birth certificate application process to speed up processing time. In addition to process improvement recommendations, this study also aims to assist the COPACR in determining several possible improvements to KNG as the main electronic service system used. To perform an analysis of birth certificate submission services, this study used a process mining approach by utilizing event log data for the process of submitting birth certificates at KNG. The event log data records data from each case of birth certificate application, the activities carried out, and the time record of each activity. The data is extracted from the KNG system and then processed to find a model of the actual process of submitting a birth certificate. The process model can be analyzed further to find variations in cases, the length of time for each activity, and compliance with the rules applied by the COPACR. This research produced several findings based on process model analysis, suitability checking, comparison with KLAMPID, and performance checking. From the aspect of time, it was found that the average value of all categories passed the SOP, while the median value was still within the SOP range. When compared to KLAMPID, the performance of the birth certificate business process is much better, as indicated by the decrease in the average case completion time, and the increase in the number of cases completed in 1 day. These findings were analyzed using root cause analysis to find the root of the problem. From the system aspect, COPACR is advised to improve the pattern of dividing cases into modified round robins, fix bugs, and increase proactive customer service. From the HR aspect, COPACR is advised to add TTE officers, conduct regular training and evaluations, and change the division of labor for each activity. In the process aspect, COPACR is advised to make work standards clearer based on the time motion study and PM analysis results. This research contributes to the implementation of process mining in public sector organizations in Indonesia which is still small, as well as providing the application of process mining as an evaluation of system improvements and business processes based on previous process mining research. For COPACR, this research can provide an overview of the actual conditions of the birth certificate application process and some recommendations that can be implemented to speed up the processing time
