Abstract
Menurut UU No. 7 Tahun 2004 tentang Sumber Daya Air, pemerintah wajib memastikan air bersih dan air minum tersedia bagi masyarakat melalui PDAM termasuk PDAM XYZ pada wilayah layanannya. Di wilayah XYZ, kebutuhan air minum layak konsumsi berpotensi meningkat terkait dengan keadaan geografi dan bencana alam yang terjadi. Namun, 63,13% penduduk wilayah PDAM XYZ tidak berlangganan karena sulitnya proses dan biaya penyambungan baru, menyulitkan PDAM XYZ untuk menambah pelanggan baru. Oleh karena itu, diperlukan analisis strategi menggunakan metode non-zero sum game untuk meningkatkan jumlah pelanggan baru PDAM XYZ. Strategi melibatkan PDAM XYZ meningkatkan investasi brown field dan calon pelanggan meningkatkan nilai willingness to connect. Setelah verifikasi dan validasi model matematis, didapatkan payoff matrix untuk mencari solusi terbaik. Terdapat 36 skenario dalam permainan ini untuk ketiga area kerjasama yakni A, B, dan C. Dari permainan ini, ditemukan bahwa skenario 31 merupakan skenario terbaik pada ketiga area kerjasama yakni ketika PDAM XYZ meningkatkan brown field sebesar 5% dan calon pelanggan meningkatkan keinginannya untuk berlangganan (WTC) sebesar 30%. Pada Area Kerjasama A memiliki nilai permainan untuk PDAM XYZ bernilai Rp18.431.370.605 sedangkan untuk calon pelanggan Rp52.313.819.466. Selanjutnya, pada Area Kerjasama B memiliki nilai permainan untuk PDAM XYZ bernilai Rp18.551.905.851 sedangkan untuk calon pelanggan Rp68.259.035.612. Sedangkan untuk pada Area Kerjasama C memiliki nilai permainan untuk PDAM XYZ bernilai Rp17.621.720.598 sedangkan untuk calon pelanggan Rp42.664.763.518.

According to Law No. 7 of 2004 on Water Resources, the government is obliged to ensure the availability of clean water and drinking water for the community through the Regional Water Supply Company (PDAM), including PDAM XYZ, in its service area. In the XYZ region, the demand for consumable drinking water has the potential to increase due to geographical conditions and natural disasters. However, 63.13% of the population in the PDAM XYZ service area do not subscribe to PDAM services due to the difficulties and costs associated with new connections, making it challenging for PDAM XYZ to acquire new customers. Therefore, an analysis of strategies using the non-zero sum game method is necessary to increase the number of new customers for PDAM XYZ. The strategy involves PDAM XYZ increasing investments in brownfield infrastructure and potential customers enhancing their willingness to connect. After verifying and validating the mathematical model, a payoff matrix was derived to find the optimal solution. There are 36 scenarios in this game for each cooperation area. Through this game, it was found that scenario 31 is the best scenario in all cooperation areas, where PDAM XYZ increases brownfield infrastructure by 5% and potential customers increase their willingness to connect by 30%. In Cooperation Area A, the game value for PDAM XYZ is Rp18,431,370,605, while for potential customers, it is Rp52,313,819,466. In Cooperation Area B, the game value for PDAM XYZ is Rp18,551,905,851, while for potential customers, it is Rp68,259,035,612. Lastly, in Cooperation Area C, the game value for PDAM XYZ is Rp17,621,720,598, while for potential customers, it is Rp42,664,763,518.
