Abstract

Letak negara Indonesia melewati garis khatulistiwa yang menyebabkan Indonesia memiliki iklim tropis. Selain itu Indonesia juga memiliki curah hujan yang tinggi sehingga rentan terjadi bencana alam. Dalam hal penanggulangan bencana, pemerintah telah membentuk Badan Nasional Penanggulangan Bencana melalui Peraturan Presiden Tahun 2008. Penanggulangan bencana sendiri itu terbagi menjadi beberapa aspek yaitu peraturan (regulation), perencanaan (planning), lembaga (institutional), dana (budgeting), pengembangan kapasitas (capacity building), dan penyelenggaraan penanggulangan bencana (disaster management implementation). Pada aspek pendanaan, pendanaan penanggulangan bencana pada fase pra bencana masih belum optimal dikarenakan kurangnya impact dan Output yang dihasilkan. Salah satu bencana alam yang sering terjadi di Indonesia adalah banjir dan tanah longsor. Oleh karena itu perlunya diadakan penelitian mengenai penilaian risiko kerugian akibat bencana banjir dan tanah longsor agar dapat membantu pemerintah mempersiapkan perkiraan dana untuk penanggulangan bencana banjir dan tanah longsor. Pada penelitian ini digunakan metode Collective Risk Model (CRM) dalam perhitungan estimasi dari total kerugian (loss) akibat bencana banjir dan tanah longsor. Data yang digunakan pada penelitian ini adalah kerugian akibat bencana banjir dan tanah longsor di Indonesia. Sedangkan variabel yang digunakan adalah banyaknya kejadian banjir dan tanah longsor pada suatu periode waktu serta kerugian dalam dollar yang diakibatkan oleh banjir dan tanah longsor . Penentuan data sampe untuk menentukan distribusi data menggunakan Generalized Extreme Value (GEV). Kemudian penentuan dana yang harus disiapkan menggunakan metode Actuarial Risk Measures. Hasil dari penelitian ini mendapatkan nilai risiko dengan Collective Risk Model (CRM) pada bencana banjir adalah 3.475.747.000 dengan varians 1,529807×10^15 .Oleh karena itu dana yang harus disiapkan dengan perhitungan Actuarial Risk Measures untuk menghadapi kerugian bencana banjir berkisar 3,51054 ×10^9 hingga 3,823322×10^9 . Kemudian didapatkan pula nilai risiko pada bencana banjir dan tanah longsor sebesar 2.059.217.000 dengan keragaman data 3,558871 ×10^15. Selain itu didapatkan juga dana yang harus siapkan dengan perhitungan Actuarial Risk Measures untuk menghadapi kerugian akibat bencana banjir dan tanah longsor di kisaran 2,079809 ×10^9 hingga 2,265139×10^9 dengan keragaman data berkisar 2,059814×10^9 hingga 2,065183×10^9. Hasil penelitian ini diharapkan dapat memberikan manfaat bagi pembaca dan pemerintah dalam menambah wawasan ilmu serta estimasi dana yang dibutuhkan dalam menanggulangi kerugian akibat bencana banjir dan tanah longsor.

The location of Indonesia crosses the equator which causes Indonesia to have a tropical climate. In addition, Indonesia also has high rainfall so it is vulnerable to natural disasters. In terms of disaster management, the government has established a National Disaster Management Agency though a Presidential Regulation of 2008. Disaster management itself is divided into several aspects, namely regulations, planning, institutional, budgeting, capacity building, and disaster management implementation. In the funding aspect, disaster management funding in the pre-disaster phase is still not optimal due to the lack of impact and Output produced. One of the natural disasters that often occurs in Indonesia is floods and landslides. Therefore, it is necessary to conduct research on the assessment of the risk of losses due to floods and landslide disaster management. In this study, the Collective Risk Model (CRM) method used in calculating the estimation of the total loss (loss) due to floods and landslides. The data used in this study is data on losses due to floods and landslides in Indonesia. While the variables used are the number of flood and landslide events in a period of time and losses caused by floods and landslides ($). Determination of sample data to determine the distribution of data using Generalized Extreme Value (GEV). Then the determination of the funds that must be prepared using the Actuarial Risk Measures. The results of this study obtain risk value with Collective Risk Model (CRM) for floods which was 3.475.747.000 with a variance of 1,529807×10^15 . therefore, the funds that must be prepared by calculating Actuarial Risk Measures to deal with flood disaster 3,51054 ×10^9 to 3,823322×10^9. Then also the risk value for floods and landslide acquisition is 2.059.217.000 with a variety of data 3,558871 ×10^15. In addition, funds were also obtained that had to be prepared by calculating Atuarial Risk Measures to deal with losses due to floods and landslide in the range of 2,079809 ×10^9 to2,265139×10^9 with a diversity of data ranging from 2,059814×10^9 up to 2,065183×10^9 In addition, the results of this study are expected to provide benefits for readers and the government in adding insight into knowledge and estimating the funds needed in overcoming losses due to floods and landslides.
