Abstract

Surabaya yang merupakan salah satu kota metropolitan di Indonesia juga ikut mengalami peningkatan jumlah penduduk dan menimbulkan tantangan dalam merencanakan dan mengatur transportasi barang di dalam kota. Terdapat perbedaan tujuan yang perlu diselidiki dari perusahaan sebagai pelaku bisnis dan pemerintah sebagai pengelola kota. Logistik perkotaan merupakan konsep perencanaan yang mempertimbangkan tidak hanya faktor ekonomi tetapi juga faktor keberlangsungan yang ada dalam sebuah kota. Strategi off-peak hour delivery (OPHD) adalah pengiriman barang pada jam sore dan malam hari. Strategi ini berpotensi mengurangi kemacetan pada periode puncak, meningkatkan efisiensi perusahaan pengiriman, dan mengurangi emisi. Penelitian ini menyelidiki manfaat dan tantangan pada rantai pasok retail bila menerapkan OPHD di kota Surabaya, dengan tujuan menginformasikan potensi implementasi OPHD yang lebih luas. Berbeda dengan proyek OPHD lain yang dilaksanakan sebelumnya, pada penelitian ini dikembangkan sebuah model simulasi berbasis agen yang mampu memodelkan otonomi dan interaksi dinamis dari stakeholder yang terlibat pada sistem logistik perkotaan. Model menggunakan struktur salah satu perusahaan retail di Surabaya saat memenuhi permintaan dari setiap toko retailnya. Permintaan pengiriman persediaan menjadi dasar terjadinya masalah transportasi barang ini.

Surabaya, which is one of the metropolitan cities in Indonesia, has also experienced an increase in population and poses challenges in planning and managing the transportation of goods within the city. There are different objectives that need to be investigated from the company as a business actor and the city government as a city manager. Urban logistics is a planning concept that considers not only economic factors but also sustainability factors that exist in a city. Off-peak hour delivery (OPHD) strategy is delivery of goods in the afternoon and evening. This strategy has the potential to reduce congestion during peak periods, increase the efficiency of delivery companies, and reduce emissions. This research investigates the benefits and challenges in the retail supply chain when implementing OPHD in the city of Surabaya, with the aim of informing the potential for wider implementation of OPHD. In contrast to other OPHD projects implemented before, this research developed an agent-based simulation model that can model the autonomous and dynamic interactions of stakeholders involved in urban logistics systems. The model uses the structure of a retail company in Surabaya when fulfilling demands from each retail store. Demand for supply delivery is the basis for the occurrence of this goods transportation problem.
