Abstract

Pemerintah Provinsi Jawa Timur merupakan salah satu instansi yang gencar berupaya dalam mensukseskan program Satu Data Indonesia. Salah satu upaya yang dilakukan adalah dengan mencanangkan program Satu Data Jawa Timur. Program Satu Data Jawa Timur bertujuan untuk mendorong digitalisasi data yang dimiliki Pemerintah Provinsi Jawa Timur agar dapat diintegrasikan ke dalam satu wadah. Saat ini Pemerintah Provinsi Jawa Timur memiliki 337 aplikasi yang terpisah-pisah. Dengan big data, data dari aplikasi-aplikasi tersebut dapat disinkronisasi sehingga dapat dimanfaatkan pemerintah dalam memberikan informasi/kebijakan kepada masyarakat berdasar data yang tepat dan akurat. Kesiapan implementasi big data pada Pemerintah Provinsi Jawa Timur khususnya pada Organisasi Perangkat Daerah (OPD) merupakan elemen penting dalam menentukan keberhasilan dan keberlangsungan penerapan big data. Penelitian ini membahas dan menganalisa tentang tingkat kesiapan big data pada 5 OPD di Jawa Timur menggunakan metode gap analysis dengan cara interview mendalam pada stakeholder berdasar model yang dikembangkan oleh The Data Warehousing Institute, TDWI Big Data Maturity Model, dan telaah data. Hasil penelitian menunjukkan bahwa dalam hal kesiapan implementasi big data, organisasi perangkat daerah di Jawa Timur masih belum dapat diterapkan secara optimal. Dilihat dari sisi dimensi, keseluruhan dimensi organisasi berada pada tingkat kesiapan 2 (pre-adoption), dan dilihat dari sisi OPD, Sebanyak 33% organisasi yang diteliti mendapatkan nilai tingkat kesiapan 3, sedangkan 66% organisasi mendapatkan nilai tingkat kesiapan 2. Pengembangan pada dimensi organisasi, infrastuktur, manajemen data, analisis, dan tata kelola sangat diperlukan karena masih terdapat gap antara kondisi saat ini dengan kondisi ideal yang diharapkan. Penelitian ini juga memberikan usulan pengembangan berdasarkan metode Capability, Accessibility, Readiness, dan Leverage (CARL) pada organisasi untuk meminimalisir gap demi meningkatkan kapabilitas organisasi dalam implementasi Big Data.

The East Java Provincial Government is one of the agencies that is aggressively trying to succeed the One Data Indonesia program. One of the efforts made is by launching the One Data East Java program. The One Data East Java program aims to encourage the digitization of data owned by the East Java Provincial Government so that it can be integrated into one container. Currently, the East Java Provincial Government has 337 separate applications. With big data, data from these applications can be synchronized so that it can be used by the government in providing information / policies to the public based on precise and accurate data. The readiness of big data implementation in the East Java Provincial Government, especially in Regional Apparatus Organizations (OPD) is an important element in determining the success and sustainability of big data implementation. Analysis of readiness in public service organizations is needed in carrying out their main tasks and functions both in big data management and the benefits obtained from using big data analysis. This research discusses and analyzes the level of big data readiness in 5 OPDs in East Java using the gap analysis method by means of in-depth interviews with stakeholders based on a model developed by The Data Warehousing Institute, the TDWI Big Data Maturity Model, and data review. The results showed that in terms of readiness for big data implementation, regional apparatus organizations in East Java still cannot be implemented optimally. In terms of dimensions, all organizational dimensions are at readiness level 2 (pre-adoption), and in terms of OPD, 33% of the organizations studied received a readiness level score of 3, while 66% of organizations received a readiness level score of 2. Development in the dimensions of organization, infrastructure, data management, analysis, and governance is needed because there is still a gap between the current condition and the expected ideal condition. This research also provides development proposals based on the Capability, Accessibility, Readiness, and Leverage (CARL) method for organizations to minimize gaps in order to improve organizational capabilities in Big Data implementation.
