Abstract

Air merupakan salah satu kebutuhan dasar manusia yang sangat penting dan perlu dijaga kelestariannya yang mana tertuang dalam UU No. 22 tahun 1999 pasal 10 yang menyatakan bahwa sumber daya nasional akan dikelola dan yang berwenang adalah daerah sesuai dengan peraturan perundang-undangan. Perumda “JSH” merupakan salah satu perusahaan jasa penyedia air bersih yang ada di Kabupaten Sidoarjo. Dalam pengembangannya untuk memperluas pasar, Perumda “JSH” ingin mengetahui lokasi mana yang layak untuk diutamakan terkait peningkatan kualitas dan kuantitasnya. Hal tersebut bergantung dengan tingkat keinginan berlangganan masyarakat non pelanggan atau yang biasa disebut dengan willingness to connect (WTC). Dalam penelitian ini, terdapat beberapa variabel yang mempengaruhi WTC diantaranya adalah persentase masyarakat yang berpendidikan menengah (tamat SMA), persentase masyarakat yang berpendidikan tinggi (tamat diploma/sarjana), persentase masyarakat yang berpendapatan rendah (< UMR), tingkat presentase pengangguran di Kabupaten Sidoarjo, persentase masyarakat yang memiliki rumah atas dasar kepemilikannya sendiri, dan persentase masyarakat yang memiliki rumah dengan luas 21 – 54 m². Kemudian, untuk menganalisis WTC lebih lanjut akan dilakukan perhitungan dengan metode regresi spasial dan yang mana nantinya akan mengetahui lokasi mana yang memiliki tingkat keinginan berlangganan masyarakat tertinggi. Berdasarkan pengolahan data yang telah dilakukan, diketahui model yang harus digunakan adalah Spatial Error Model (SEM) dengan hasil nilai willingness to connect tertinggi ada pada Kecamatan Jabon sebesar 39,65%.

Water is one of the essential basic needs for humans, and its conservation is of utmost importance. This is reflected in Law No. 22 of 1999, Article 10, which states that national resources will be managed by the regions in accordance with the laws and regulations. Perumda "JSH" is one of the water supply service companies located in Sidoarjo Regency. In its development to expand its market, Perumda "JSH" wants to identify priority locations for improving the quality and quantity of its services. This determination depends on the level of willingness to connect (WTC) of non-subscribing residents. In this study, there are several variables that influence WTC, including the percentage of residents with a secondary education level (completed high school), the percentage of residents with a higher education level (completed diploma/degree), the percentage of low-income residents (< UMR), the unemployment rate in Sidoarjo Regency, the percentage of residents owning their own homes, and the percentage of residents with house sizes ranging from 21 to 54 square meters. Furthermore, to further analyze WTC, calculations will be conducted using spatial regression methods. This analysis will reveal the locations with the highest level of willingness to connect from the community.Based on the data processing conducted, it was found that the appropriate model to use is the Spatial Error Model (SEM). The highest value of willingness to connect was observed in Jabon District, reaching 39.65%. This indicates that Jabon District has the highest level of interest in subscribing to the services provided by Perumda "JSH".
