Abstract
Berdasarkan data wisatawan yang berkunjung ke Kota Batu dan data minat wisatawan Kota Batu akan kereta gantung menunjukkan bahwa kereta gantung memiliki potensi besar untuk dikembangkan. Hal tersebut diperjelas dengan adanya studi kelayakan yang telah dilakukan oleh perusahaan yang menunjukkan bahwa secara teknis dan ekonomi proyek kereta gantung tersebut layak untuk dijalankan dan akan mendatangkan keuntungan baik dari pemerintah Kota Batu maupun kontraktor pembangun. Karena hal tersebut, salah satu perusahaan manufaktur kereta api nasional berusaha mewujudkan dan mengambil kesempatan dengan ikut serta dalam pembangunan kereta gantung Kota Batu. Tetapi dengan faktor keselamatan dan keandalan yang perlu diperhatikan serta untuk menghindari keluhan dari pelanggan, maka perusahaan harus mampu untuk mengakomodasi risiko yang mungkin akan terjadi pada saat proses produksi kereta gantung. Identifikasi risiko dalam penelitian ini dilakukan dengan mempelajari literatur dari penelitian yang sudah ada serta wawancara dengan para ahli. Pada penelitian ini identifikasi risiko menggunakan model House of Risk (HOR) yang terdiri dari 2 fase. Fase pertama yaitu identifikasi terhadap kejadian risiko (risk event) dan agen risiko (risk agent) serta pengukuran tingkat severity, occurrence dan perhitungan nilai Aggregate Risk Potential (ARP). Fase kedua merupakan fase perencanaan respons untuk manajemen risiko. Dari penelitian didapatkan 27 risk event dan 24 risk agent. Dari perhitungan Aggregate Risk Potential (ARP) dan Diagram Pareto yang merupakan langkah dari House of Risk 1 didapatkan 10 risk agent yang digunakan dalam perencanaan tindakan pencegahan. Dari hasil House of Risk 2 didapatkan 14 tindakan pencegahan sebagai usulan dalam mitigasi risiko. Dengan penelitian ini, diharapkan perusahaan dapat memproduksi kereta gantung dengan kualitas yang baik, handal serta sesuai dengan waktu dan biaya yang telah direncanakan.

Based on data from tourists visiting Batu City and data on tourists' interest in Batu city for the cable car, shows that the cable car has great potential to be developed. This is clarified by the feasibility study conducted by the company which shows that technically and economically the cable car project is feasible to run and will bring benefits to both the Batu city government and the building contractors. Because of this, one of the national railroad manufacturing companies is trying to realize and take the opportunity to participate in the construction of the Batu city cable car. But with safety and reliability factors that need to be considered and to avoid complaints from customers, the company must be able to accommodate the risks that might occur during the production process of the cable car. Risk identification in this research was carried out by studying existing research literature and interviews with experts. In this research, risk identification uses the House of Risk (HOR) model which consists of 2 phases. The first phase is the identification of risk events and risk agents as well as measuring the level of severity, occurrence and calculating the value of the risk Aggregate Risk Potential (ARP). The second phase is the response planning phase for risk management. The research found 27 risk events and 24 risk agents. From the calculation of the Aggregate Risk Potential (ARP) and the Pareto Diagram which is a step from House of Risk 1, it is obtained 10 risk agents are used in preventive action planning. From the results of House of Risk 2, 14 preventive actions were obtained as suggestions for risk mitigation. With this research, it is expected that the company can produce cable cars with good quality, good reliability and in accordance with time and cost planned.
