Abstract

Sistem proteksi dalam kelistrikan sebuah industri merupakan hal yang penting agar dapat menjaga keandalan, keselamatan dan kontinuitas produktivitas perusahaan. PT. Pertamina Refinery Unit (RU) VI Balongan adalah salah satu dari tujuh Refinery Unit Pertamina dengan kegiatan bisnis utamanya adalah mengolah minyak mentah (crude oil) menjadi BBM (Bahan Bakar Minyak), Non-BBM, dan kebutuhan Petrokimia lainnya. Kilang Pertamina RU VI Balongan tersebut mengalami masalah pada sistem kelistrikannya disebabkan oleh adanya gangguan hubung singkat pada salah satu bus jaringan distribusi 20kV dan disinyalir adanya miskoordinasi antar rele pengaman serta sistem proteksi internal generator juga belum memiliki pengaturan yang tepat sesuai dengan standar. Peristiwa tersebut mengakibatkan semua generator turbin uap pada Kilang Pertamina RU VI Balongan mengalami trip (pemadaman listrik). Saat terjadi gangguan pada sisi distribusi seharusnya cukup diamankan oleh rele di sisi saluran distribusi dan generator tetap dapat beroperasi untuk menyuplai beban-beban lainya. Peristiwa blackout ini tentunya menyebabkan kerugian besar bagi perusahaan. Oleh karena itu, perlu dilakukan evaluasi terhadap sistem proteksi internal generator. Tugas akhir ini akan berfokus untuk mengevaluasi beberapa rele pada sistem proteksi internal generator. Rele tersebut yakni rele tegangan rendah dan tegangan berlebih, rele daya terbalik, rele hilang medan, rele arus lebih urutan negatif, rele arus lebih kendali tegangan, rele gangguan tanah dan rele diferensial. Studi ini dilakukan dengan menggunakan software ETAP 12.6 dan microsoft excel untuk memudahkan evluasi dan perhitungan. Hasil dari tugas akhir ini dapat menjadi pertimbangan dan rekomendasi untuk PT. Pertamina RU VI Balongan serta berbagai instansi lain untuk melindungi generator ketika terjadi gangguan serupa.

The protection system in an electrical industry is important to maintain the reliability, safety, and continuity of the company's productivity. PT. Pertamina Refinery Unit (RU) VI Balongan is one of the seven Refinery Units of Pertamina, with its main business activities being the processing of crude oil into petroleum fuel (BBM), non-BBM products, and other petrochemical needs. The Pertamina RU VI Balongan refinery is experiencing problems with its electrical system due to a short circuit disturbance in one of the 20kV distribution network buses. There are also suspicions of miscoordination among protective relays and the internal generator protection system, which do not have appropriate settings according to the standards. The incident resulted in a trip (blackout) of all steam turbine generators at the Pertamina RU VI Balongan refinery. When a disturbance occurs on the distribution side, it should be adequately protected by relays on the distribution network side, and the generators should still be able to operate to supply other feeders. Indeed, the blackout incident undoubtedly caused significant losses for the company. Therefore, it is necessary to conduct an evaluation of the internal generator protection system. This final project will focus on evaluating several relays in the internal generator protection system. The relays to be evaluated include undervoltage and overvoltage relays, reverse power relay, loss of field relay, negative sequence overcurrent relay, voltage restraint phase overcurrent relay, ground fault relay, and differential relay. This study will be conducted using ETAP 12.6 software and Microsoft Excel to facilitate evaluation and calculations. The results of this final project can serve as considerations and recommendations for PT. Pertamina RU VI Balongan and other relevant institutions to protect the generator during similar disturbances.
