Abstract
Pada tahun 2022 PT Pertamina RU V Balikpapan melakukan peralihan beban perumahan dan perkantoran ke PLN untuk meningkatkan keandalan sehingga menyebabkan perubahan beban yang cukup signifikan. Saat terjadi total power failure, terjadi kegagalan sistem pelepasan beban sehingga menyebabkan drop pada frekuensi. Hal ini diperparah dengan kesalahan mode operasi pada generator STG 2.1 yang dioperasikan secara isochrounus. Akibat permasalahan ini, kestabilan transien pada sistem belum di evaluasi, sehingga perlu dilakukan analisis kestabilan transien untuk mengetahui respon sistem terhadap gangguan dan penyempurnaan skema pelepasan beban. Pada tugas akhir ini dilakukan analisis kestabilan transien berupa kasus generator outage dan short circuit kemudian akan dilakukan penyempurnaan skema pelepasan beban berupa rekomendasi status indicated dan berdasarkan respon frekuensi (UFR) agar sistem mampu mempertahankan kestabilan akibat gangguan. Hasil simulasi menunjukkan bahwa lepasnya satu generator saat pola operasi 6 generator tidak memerlukan pelepasan beban, sedangkan lepasnya dua generator atau lebih memerlukan adanya pelepasan beban. Saat studi kasus hubung singkat, perlu diperhatikan saat terjadi hubung singkat di level tegangan 33 kV pada sistem membutuhkan adanya pelepasan beban tahap 1. Dari semua kasus yang diberikan sistem mampu mempertahankan sinkronisasi saat kondisi transien dan kembali menuju kestabilan. Penyempurnaan skema pelepasan beban dirancang pada sistem mampu memberikan hasil yang optimal dalam menangani gangguan dibandingkan dengan skema eksisting. Hasil respon frekuensi skema status yang lebih baik sehingga dapat dijadikan sebagai skema pelepasan beban utama, dan skema UFR dijadikan sebagai backup.

In 2022, PT Pertamina RU V Balikpapan transferred housing and office load to PLN to improve reliability, causing significant load changes. When a total power failure occurs, a load shedding system failure occurs, causing a drop in frequency. This is exacerbated by an operating mode error in the generator on the STG 2.1 which is operated isochrounus. As a result of this problem, the transient stability of the system has not been evaluated, so it is necessary to analyze the transient stability to determine the system's response to disturbances and improve the load shedding scheme. In this final project, a transient stability analysis is carried out in the form of generator outage and short circuit cases, then improvements will be made to the load shedding scheme, recommendations in the form of status indicated and based on frequency response so that the system is able to maintain stability due to interference. The simulation results show that if one generator outage during the operation of 6 generators does not require load shedding, while the outage of two or more generators requires load shedding. When short circuit case studies, it should be noted that when a short circuit occurs at voltage level of 33 kV the system requires stage 1 load shedding. From all the cases given the system is able to maintain synchronization during transient conditions and return to stability. Improvements to the load shedding scheme designed on the system are able to provide optimal results in handling interference compared to the existing scheme. The frequency response results in a better status scheme so that it can be used as the main load shedding scheme, and the UFR scheme is used as a backup.
