Abstract

Industri minyak dan gas bumi (migas) di Indonesia saat ini berkembang dengan sangat cepat. Dalam pelaksanaan eksplorasi dan eksploitasi minyak dan gas bumi, diperlukan anjungan lepas pantai yang mendukung. Salah satunya yaitu Floating, Production, Storage, and Offloading (FPSO). Pengadaan FPSO dapat dilakukan melalui konversi kapal tanker seperti yang sedang dilakukan oleh PT XYZ. Pada pelaksanaannya, proyek konversi FPSO mengalami beberapa kendala yang berdampak pada kinerja waktu dan menyebabkan keterlambatan. Penelitian ini dilakukan untuk menganalisis faktor penyebab dan dampak serta tindakan mitigasi yang dapat dilakukan untuk meminimalisir kerugian yang akan dialami oleh owner maupun galangan akibat keterlambatan. Metode yang digunakan dalam penelitian ini adalah metode Fault Tree Analysis untuk menemukan faktor penyebab utama keterlambatan, serta Metode Event Tree Analysis untuk mendapatkan dampak keterlambatan. Hasil analisis menunjukkan bahwa peluang terjadinya top event keterlambatan proyek konversi FPSO adalah sebesar 0.0454410 dengan faktor penyebab utama adalah proses konstruksi yang terganggu dengan probabilitas sebesar 0.0254663. Beberapa dampak akan dihadapi oleh perusahaan termasuk perubahan jadwal konstruksi yang mengalami keterlambatan selama 1 hari hingga lebih dari 6 bulan serta perkiraan denda sebesar $114,926 hingga lebih dari $20,686,722. Sebagai upaya mitigasi, analisis dilanjutkan dengan metode Bow-tie yang menghasilkan preventive and recovery untuk masing-masing threat dan consequences, serta escalation factor dan mitigation escalation.

Indonesia's oil and gas industry is rapidly expanding. Supporting offshore platforms are required for exploration and exploitation of oil and gas. FPSO, or floating production, storage, and offloading, is one of them. The procurement of FPSOs can be developed through tanker conversion, as is currently underway by PT XYZ. During execution, the FPSO conversion project encountered several issues causing an adverse impact on time performance and lead to delays. This study was carried out to determine the major issues and implications, as well as its mitigation that can be implemented to reduce the risks and financial losses that will be suffered by the owner and contractors as the consequences of delays. The Fault Tree Analysis approach was utilized in this study to identify the causes of delays and the Event Tree Analysis method to assess the impact of delays. The results of the analysis indicate that there is a 0.0454410 possibility of a top event delay in the FPSO conversion project with the major causal factor being the disrupted construction process with a probability of 0.0254663. The company may encounter some possible consequences, including 1 day to more than 6 months delay in the construction schedule and estimated penalties range from $114,926 to more than $20,686,722. As a mitigation assessment, the analysis was done using the Bow-tie method, which delivered prevention and recovery actions as well as escalation factors and mitigation escalation for each threat and consequences.
