Abstract

Kinerja pelayanan operasional merupakan hasil terukur yang dicapai pelabuhan dalam pelaksanaan pelayanan kapal, barang, utilitasi fasilitas dan peralatan yang dihitung dalam periode waktu tertentu. Berdasarkan hasil analisa kondisi eksisting di TPS, diketahui BOR pada kondisi eksisting adalah 40.91%, BCH sebesar 24 box crane per hour dan ET/BT sebesar 79.25%. Hasil peramalan kinerja pelayanan operasional di Terminal Peti Kemas Surabaya (TPS) untuk 5 tahun yang akan datang diperoleh menggunakan metode regresi linier dan simulasi ARENA di dapatkan: BOR sebesar 76.24% , BCH adalah 24 box crane per hour dan ET:BT adalah 79.62%. Pada kondisi tersebut diperlukan peningkatan kinerja pelayanan operasional di TPS. Terdapat 2 skenario peningkatan kinerja yaitu skenario pertama dilakukan peremajaan 3 unit Container Crane sistem single lift dengan 3 unit Container Crane sistem twin lift dan penambahan panjang dermaga sebesar 300 meter dan skenario kedua dengan dilakukan peremajaan 2 unit Container Crane sistem single lift dengan 2 unit Container Crane sistem twin lift dan penambahan panjang jetty sebesar 300 meter. Dari kedua skenario tersebut dipilih skenario terbaik adalah skenario pertama dengan Berth Occupancy Ratio (BOR) sebesar 54.53%, ET:BT sebesar 77.26 % dan BCH 26 sebesar box crane per hour.

Operational service performance is a measurable result achieved by the port in the implementation of ship services, goods, utilization of facilities and equipment calculated within a certain period of time. Based on the analysis of the existing conditions in TPS, it is known that the BOR in the existing conditions is 40.91%, BCH is 24 boxes crane per hour and ET:BT is 79.25%. The forcasting results of the operational service performance at the Terminal Petikemas Surabaya (TPS) for the next 5 years are obtained using the linear regression method and ARENA simulation: BOR is 76.24%, BCH is 24 box cranes per hour and ET:BT is 79.62%. In these conditions, it is necessary to improve the operational service performance at TPS. There are 2 performance improvement scenarios, the first scenario is the rejuvenation of 3 units of Container Crane single lift system with 3 units of Container Crane twin lift system and the addition of 300 metres of jetty length and the second scenario is the rejuvenation of 2 units of Container Crane single lift system with 2 units of Container Crane twin lift system and the addition of 300 metres of jetty length. The best scenario was selected is the first scenario with simulation results: Berth Occupancy Ratio (BOR) is 54.53%, an ET:BT is 77.26% and BCH is 26 boxes crane per hour.
