Abstract

Loadout adalah suatu kegiatan dalam proyek pemindahan muatan berat dari daratan/jetty ke barge atau sebaliknya. Dalam penelitian ini, muatan yang dipindahkan adalah CO Boiler yang terbagi menjadi 5 bagian. CO Boiler sendiri adalah pengoksidasi termal yang dilengkapi dengan sistem pemulihan panas limbah integral. Fungsinya adalah untuk mengoksidasi gas limbah kaya karbon monoksida yang biasanya dihasilkan oleh Unit Fluidized Catalytic Cracking (FCCU). Dalam kegiatan loadout tersebut, terdapat risiko yang berpotensi menyebabkan kecelakaan kerja. Oleh karena itu, perlu dilakukan manajemen risiko guna mengurangi potensi serta dampak yang timbul akibat kecelakaan kerja.padada tugas akhir kali ini akan dilakukan analisis resiko menggunakan 2 metode yang berbeda yaitu Hazard and Operability (HAZOP) dan Bow Tie Analysis. Pada metode HAZOP dilakukan analisis dari 27 identifikasi masalah sehingga diperoleh matriks risiko. Pada analisis ini diperoleh 8 risiko dominan diantaranya pekerja terkena alat potong, Kondisi permukaan kerja basah dan licin pada proses instalasi listrik, pintu ballast tank yang terbuka. Setelah diperoleh risiko yang paling dominan tersebut maka dilanjutkan dengan metode Bow Tie Analysis guna menentukan langkah mitigasi guna mengatasi hal risiko tersebut. Sehingga, diperoleh beberapa pengendalian dari 8 risiko dominan tersebut diantaranya seperti penggunaan APD lengkap, pengecekan kondisi peralatan kerja, penyusunan SOP guna mencegah risiko kecelakaan kerja bagian tubuh pekerja terkena alat potong.

Loadout is an activity in a heavy cargo transfer project from the land/jetty to a barge or vice versa. In this study, the cargo being transferred is the CO Boiler, which is divided into 5 parts. The CO Boiler itself is a thermal oxidizer equipped with an integral waste heat recovery system. Its function is to oxidize carbon monoxide-rich waste gas usually produced by the Fluidized Catalytic Cracking Unit (FCCU). In this loadout activity, there are potential risks that could cause work accidents. Therefore, risk management is necessary to reduce the potential and impact of work accidents. In this final project, risk analysis will be conducted using 2 different methods, namely Hazard and Operability (HAZOP) and Bow Tie Analysis. In the HAZOP method, an analysis of 27 problem identifications is conducted to obtain a risk matrix. In this analysis, 8 dominant risks were identified, including workers being exposed to cutting tools, wet and slippery work surface conditions during electrical installation processes, and open ballast tank doors. After obtaining the most dominant risks, the Bow Tie Analysis method is then used to determine mitigation steps to address these risks. As a result, several controls were obtained for the 8 dominant risks, including the use of complete personal protective equipment (PPE), checking the condition of work equipment, and developing SOPs to prevent work accidents where workers' body parts are exposed to cutting tools.
