Abstract

Dalam sistem tenaga listrik, keseimbangan antara kapasitas pembangkit dan kebutuhan daya yang harus disuplai ke beban menjadi salah satu parameter kestabilan operasi. Dalam pengoprasian sistem tenaga kestabilan akan senantiasa berubah mengikuti perubahan pembebanan maupun ketersediaan suplai daya. Pembangkitan tenaga listrik pada suatu sistem tenaga seringkali mendapat gangguan yang tidak terhindarkan seperti terjadinya pembebanan secara tiba-tiba, trip generator dan motor starting. Ketidakmampuan suatu pembangkit dalam menyuplai energi listrik umumnya ditandai dengan penurunan frekuensi dengan kemungkinan terburuk sistem akan mengalami pemadaman total (black out). PT PERTAMINA (PERSERO) Unit Pengolahan (Refinery Unit) IV Cilacap merupakan salah satu dari 7 jajaran unit pengolahan di tanah air, yang memiliki kepasitas produksi terbesar yakni 348.000 barrel/hari, dan terlengkap fasilitasnya. Kilang yang dibangun pada tahun 1974 ini memasok 34% kebutuhan BBM nasional atau 60% kebutuhan BBM di Pulau Jawa. Dalam rangka meningkatkan keandalan sistem, pada 2018 PT. PERTAMINA melakukan kerjasama dengan PLN terkait integrasi suplai kelistrikan. Integrasi dilakukan dengan menambah suplai feeder PLN melalui GI 150kV yang dihubungkan ke tranferbus melalui trafo. Inisiasi proyek kerjasama ini diawali dengan pembangunan konstruksi awal yang diberi nama project 1-A. Pada tahun 2019, tahap selanjutnya diberi nama project 1-B. Kebutuhan listrik yang akan dilayani oleh PLN dari Project 1-B ini ditargetkan sebesar 50% dari seluruh beban PT Pertamina RU IV Cilacap. Melalui tugas akhir ini, akan dilakukan analisis kestabilan transient dengan studi kasus generator trip, hubung singkat dan motor starting serta skema penyempurnaan pelepasan beban (loadshedding) sistem kelistrikan baru berdasarkan kondisi eksisting sebelum intergarsi. Studi penelitian yang dilakukan diharapkan mampu memberi rekomendasi penyempurnaan load shedding secara tepat dengan jumlah pelepasan beban seminimal mungkin agar kondisi kestabilan PT. Pertamina RU IV Cilacap dapat dipertahankan dengan mengacu pada standard IEEE yang berlaku global.

In the electric power sistem, the balance between the generating capacity and the power requirement that must be supplied to the load is one of the parameters of operating stability. In operating the power sistem, the stability will always change following changes in loading and availability of power supply. Electricity generation in a power sistem often gets unavoidable disturbances such as sudden loading, generator trips and motor starting. The inability of a generator to supply electrical energy is generally characterized by a decrease in frequency with the worst possibility that the sistem will experience a total blackout (black out). PT PERTAMINA (PERSERO) Processing Unit (Refinery Unit) IV Cilacap is one of 7 ranks of processing units in the country, which has the largest production capacity of 348,000 barrels/day, and the most complete faciliTies. The refinery, which was built in 1974, supplies 34% of the national fuel needs or 60% of the fuel needs in Java. In order to improve sistem reliability, in 2018 PT. PERTAMINA cooperates with PLN regarding the integration of electricity supply. The integration is done by adding a PLN feeder supply through a 150kV GI which is connected to the transferbus via a transformer. The initiation of this cooperation project begins with the construction of the initial construction which is named Project 1-A. In 2019, the next stage is named Project 1-B. The electricity demand to be served by PLN from Project 1-B is targeted at 50% of the total burden of PT Pertamina RU IV Cilacap. Through this final project, a transient stability analysis will be carried out with case studies of generator trips, PLN trip, short circuits and motor starting as well as a load shedding improvement scheme for a new electrical sistem based on the existing conditions before the integration. The research study conducted is expected to be able to provide recommendations for improving load shedding properly with the minimum amount of load shedding so that the stability conditions of PT. Pertamina RU IV Cilacap can be maintained by referring to IEEE standards that apply globally.
