Abstract
Tata kelola data merupakan hal yang sangat krusial mengingat posisi data sebagai aset penting di dalam sebuah organisasi. Satu Data Indonesia (SDI) merupakan kebijakan tata kelola data pemerintah di Indonesia, sebagaimana diatur dalam Peraturan Presiden Nomor 39 Tahun 2019. Namun, penyelenggaraannya masih mengalami berbagai kendala dalam eksekusinya. Meskipun berbagai model tata kelola data sudah hadir sebagai solusi eksisting, namun masih memiliki beberapa keterbatasan, seperti belum tervalidasi, fokus pada area tata kelola tertentu, hingga terbatas pada organisasi secara umum. Oleh karena itu, penelitian ini bertujuan untuk menyusun model penyelenggaraan SDI di Pemerintahan Indonesia, dengan penyesuaian menggunakan kerangka kerja Data Management Body of Knowledge (DAMA-DMBOK) dan mengadopsi komponen-komponen model tata kelola data dari penelitian terdahulu. Penyusunan model dilakukan melalui tiga tahapan utama, yaitu pra-langkah yang meliputi identifikasi masalah dan studi literatur, kemudian tahap pembangunan model dengan menggunakan siklus action research (constructing, planning action, taking action, dan evaluating action), serta validasi model oleh pakar (expert judgement). Pengujian dimulai dengan menyusun skenario action research, menerapkan skenario tersebut, melakukan observasi, dan juga melakuka evaluasi. Hasil dari penelitian ini adalah model penyelenggaraan Satu Data Indonesia (SDI) yang terdiri dari tujuh komponen yaitu (1) menentukan tujuan, (2) mendefinisikan peran dan tanggungjawab, (3) memastikan prinsip dipenuhi, (4) menetapkan regulasi, (5) melaksanakan proses tata kelola data (penyelenggaraan data), (6) mengelola kompetensi penyelenggara melalui pelatihan dan (7) membangun infrastruktur teknologi yang memadai. Komponen model penyelenggaraan SDI dikelompokkan ke dalam 4 elemen yaitu goal, people & organization, process, dan technology.

Data governance is very crucial considering the position of data as an important asset in an organization. Satu Data Indonesia (SDI) is a government data management policy in Indonesia, as stipulated in Presidential Regulation Number 39 of 2019. However, its implementation is still experiencing various obstacles in its execution. Although various models of data governance exist as existing solutions, they still have some limitations, such as not being validated, focusing on certain areas of governance, and being limited to organizations in general. Therefore, this study aims to develop a model for implementing SDI in the Indonesian Government, by adjusting it using the Data Management Body of Knowledge (DAMA-DMBOK) framework and adopting the components of the data governance model from previous research. The preparation of the model is carried out through three main stages, namely the pre-step which includes problem identification and literature study, then the model development stage uses the action research cycle (constructing, planning action, taking action, and evaluating action), as well as model validation by experts (expert judgment). Testing begins with compiling action research scenarios, implementing these scenarios, making observations, and also conducting evaluations. The results of this study are the One Data Indonesia (SDI) implementation model which consists of seven components, namely (1) determining objectives, (2) defining roles and responsibilities, (3) ensuring principles are met, (4) establishing regulations, (5) implementing data governance processes (data management), (6) managing competence of administrators through training and (7) building adequate technology infrastructure. The components of the HR implementation model are grouped into 4 elements, namely goals, people & organization, process, and technology.
