Abstract

Konversi single-hull crude oil tanker menjadi floating storage and offloading (FSO) adalah opsi yang sangat potensial bagi kapal-kapal tanker tua berlambung tunggal yang sudah tidak boleh beroperasi per 1 Juli 2026 sesuai Peraturan Menteri Perhubungan Republik Indonesia No. 29 Tahun 2014 Tentang Pencegahan Pencemaran Lingkungan Maritim. Dalam merencanakan konversi, aspek teknis dan ekonomi menjadi pertimbangan yang sangat penting. MT. GKMAX, sebuah single-hull crude oil tanker buatan tahun 1986 milik PT. PISX dijadikan studi kasus untuk dikonversi menjadi FSO dan dioperasikan di Wilayah Kerja West Madura Offshore. Perencanaan modifikasi, analisis stabilitas, analisis struktur, analisis hidrodinamika, penjadwalan proyek, dan analisis keekonomian dilakukan. Modifikasi utama yang dilakukan berada pada superstructure, hull structure, dan mooring system. FSO GKMAX hasil konversi memiliki kriteria stabilitas yang layak berdasarkan standar DNV dan IMO, kekuatan struktur yang layak berdasarkan standar ABS, dan kriteria safety factor tali tambat pada 4-point spread catenary mooring system yang layak berdasarkan standar API. Proyek konversi diasumsikan memakan waktu selama 1 tahun, dengan biaya CAPEX sebesar IDR 30,437,347,500.00 dan OPEX sebesar IDR 8,659,200,000.00. Dengan menargetkan IRR 15%, FSO GKMAX dapat disewakan dengan daily charter rate senilai IDR 59,893,082. Dengan skenario ini, FSO GKMAX akan memiliki NPV sebesar IDR 76,072,641,890 dan Payout Time selama 6.48 tahun.

The conversion of single-hull crude oil tankers into floating storage and offloading (FSO) vessels is a highly potential option for old single-hull tankers that are no longer allowed to operate after July 1, 2026, according to the Regulation of the Minister of Transportation of the Republic of Indonesia No. 29 of 2014 concerning the Prevention of Maritime Environmental Pollution. In planning the conversion, technical and economic aspects are crucial considerations. MT. GKMAX, a single-hull crude oil tanker built in 1986 owned by PT. PISX, is used as a case study for conversion into an FSO and operating in the West Madura Offshore Working Area. Planning for modifications, stability analysis, structural analysis, hydrodynamic analysis, project scheduling, and economic analysis are conducted. The main modifications are focused on the superstructure, hull structure, and mooring system. The converted FSO GKMAX meets the stability criteria based on DNV and IMO standards, the structural strength criteria based on ABS standards, and the safety factor criteria for the 4-point spread catenary mooring system based on API standards. The conversion project will take 1 year assumed and incur a CAPEX cost of IDR 30,437,347,500.00 and an OPEX cost of IDR 8,659,200,000.00. Targeting a 15% IRR, FSO GKMAX can be leased at a daily charter rate of IDR 59,893,082. With this scenario, FSO GKMAX will have an NPV of IDR 76,072,641,890 and a Payout Time of 6.48 years.
