Abstract

Pada proses manajemen risiko, risk-based inspection diimplementasikan berdasarkan API 581 melalui pedekatan kuantitatif, Tak terkecuali pada PT X. Namun, dikarenakan API 581 dirasa terlalu umum, dibutuhkan penilaian dari ahli untuk memvalidasi hasil analisis risiko tersebut. Oleh karena itu, diperlukan adanya kustomisasi RBI yang sesuai dengan keadaan PT X. Kustomisasi dilakukan dengan menggabungkan unsur pendekatan kuantatif, kualitatif, dan semi-kuantitatif serta kondisi perusahaan berdasarkan pendapat dari ahli yang bekerja pada PT X. Dengan analytical heirarchy process sebagai alat bantu pengambilan keputusa. Kustomisasi ini diterapkan dalam analisis RBI peralatan di unit propana, yaitu propane accumulator, high level propane flash drum, dan propane vent condenser. Berdasarkan API 581, pada tiga alat tersebut terdapat tiga mekanisme kerusakan yaitu thinning, external corrosion, dan CUI ferritic component. Perhitungan kuantitatif nilai DF menghasilkan 12,1541 dan 19,5862, 0,1030 dan 0,1031, 0,1058 dan 0,1059 untuk propane accumulator, high level propane flash drum , dan propane vent condenser pada RBI dan plan date. Perhitungan kuantitatif CoF menghasilkan 19385,3213m2 dan $540505686,8, 12204,9676m2 dan 403395619,3 $, 12930,3352 m2 dan 157327127,3 $ untuk propane accumulator, high level propane flash drum, dan propane vent condenser. Faktor PoF dibobotkan menghasilkan nilai 0,219 (RLF), 0,205 (IF), 0,196 (DF thinning), 0,096 (DF external), 0,174 (CCF), 0,059 (PF), dan 0,052 (MDF). Faktor CoF bernilai 0,344 (area) dan 0,656 (finansial). Bobot yang diintegrasi menghasilkan nilai PoF sebesar 1,193 untuk propane accumulator, 1,001 untuk high level propane flash drum, dan 1,001 untuk propane vent condenser pada waktu RBI date. Perbandingan antara metode kuantitatif dan kustomisasi menunjukkan adanya penurunan kategori risiko pada propane accumulator dari medium-high menjadi medium. Sementara pada high level propane flash drum dan propane vent condenser tidak terjadi perubahan yang signifikan karena nilai PoF dari kedua alat sangat rendah. Setelah dilakukan analisis risk-based inspection, waktu inspeksi ditetapkan pada tahun 2028 untuk thinning dan 2032 dan 2033 untuk external damage.

In the risk management process, many companies implemented risk-based inspection based on API 581, PT X is no exception. However, since API 581 is deemed for general use, assessment from experts is needed to validate the result of risk analysis. Therefore customization that fits with PT X condition is required. Customization is done by adding quantitative, qualitative, and semi-quantitative elements and adding judgement of the experts that works in the company. With analytical hierarchy process method as supporting decision-making tool. This customization is implemented on equipments in the propane unit, which are propane accumulator, high-level propane flash drum, and propane vent condenser. Based on API 581, Damage mechanisms that exists are thinning, external corrosion, and CUI ferritic component. In PoF analysis, the criteria that are taken into consideration are RLF, IF, DF, CCF, PF, and MDF. CoF analysis is done by quantitative calculation of area and financial consequence. The results of quantitative calculation are 12,1541 and 19,5862; 0,1030 and 0,1031; 0,1058 and 0,1059 for propane accumulator, high-level propane flash drum, and propane vent condenser at RBI date and plan date. In the quantitative calculation for CoF, the results are 9385,3213m2 and $540505686,8 for propane accumulator, 12204,96762m2 and $403395619,3 for high-level propane flash drum, 12930,33524 m2 and $157327127,3 for propane vent condenser. The results of PoF factors that weighed based on the expert’s opinion are 0,219 (RLF), 0,205 (IF), 0,196 (DF thinning), 0,096 (DF external), 0,174 (CCF), 0,059 (PF), and 0,052 (MDF). For CoF factors, the results are 0,344 (area) and 0,0656 (financial). The weights are integrated and yield PoF value of 1,193 for propane accumulator, 1,001 for high-level propane flash drum and propane vent condenser at RBI date. A comparison between quantitative and customization methods shows a decline in the risk category of propane accumulator from medium-high to medium. On the other hand, no significant change is detected in the rest two equipment since the PoF value of both equipment is low. After risk-based inspection analysis is done, the time of inspection is determined on 2028 for thinning and 2032 and 2033 for external damage.
