Abstract
Smart city sedang menjadi perhatian Pemerintah Indonesia dalam beberapa tahun terakhir. Sebagai bentuk dukungan terhadap pengembangan smart city, Pemerintah mengeluarkan versi terbaru Buku Panduan Penyusunan Masterplan Smart City tahun 2021 yang saat ini menjadi rujukan pengembangan masterplan smart city di Indonesia. Namun demikian, buku panduan tersebut hanya memuat model smart city dan metode penyusunan masterplan smart city, dan belum menyediakan kerangka kerja smart city. Metode yang disajikan dalam buku panduan juga belum melibatkan SNI ISO 37122:2019 sebagai Indikator Smart city. Selain itu, metode yang dipaparkan dalam buku panduan, dianggap masih umum yaitu belum menyediakan proses dan aktivitas yang terperinci dalam bentuk flowchart. Di sisi lain, sedikit sekali penelitian yang mengusulkan kerangka kerja smart city khususnya di Indonesia, bahkan belum ada penelitian yang mengusulkan kerangka kerja maupun metode untuk membangun smart city berdasarkan indikator ISO 37122 dan rencana pembangunan daerah. Berdasarkan kondisi tersebut, dibutuhkan kerangka kerja penyusunan masterplan smart city yang sesuai untuk konteks kota/kabupaten di Indonesia. Penelitian ini bertujuan untuk menghasilkan kerangka kerja penyusunan smart city yang sesuai dengan SNI ISO 37122:2019, Model Smart City Kemenkominfo, dan Rencana Pembangunan Daerah. Penyusunan kerangka kerja smart city dilakukan dengan menggunakan metode penelitian kualitatif, lebih tepatnya metode studi kasus (case study) dengan kasus yang berupa single case study. Kota Balikpapan dipilih sebagai studi kasus dengan alasan bahwa Kota Balikpapan merupakan kasus berpengaruh atau influential cases dimana Kota Balikpapan saat ini dicanangkan sebagai Kota Penyangga IKN sehingga berpotensi menghasilkan rekomendasi tindakan praktis untuk menyelesaikan masalah. Penelitian ini menghasilkan luaran berupa model pemetaan keselarasan indikator smart city yang memuat 144 total indikator smart city, flowchart metode pengembangan masterplan smart city yang terdiri dari 10 proses, 30 aktivitas dan 18 dokumen kerja/template, serta 8 prinsip pengembangan masterplan smart city. Kerangka kerja smart city yang dihasilkan dari penelitian ini diharapkan dapat menjadi panduan bagi pengembang smart city untuk membangun masterplan smart city daerah yang sesuai dengan Model Smart City Kemenkominfo, SNI ISO 37122:2019 serta sesuai dengan rencana pembangunan daerah.

Smart city has been a focus of the Indonesian government in recent years. To support the development of smart cities, the government has released the latest version of the Smart City Masterplan Preparation Guidelines in 2021, which is currently the reference for smart city masterplan development in Indonesia. However, the guidelines only contain smart city models and methods for developing smart city masterplans and do not provide a smart city framework. The methods presented in the guidelines also do not involve SNI ISO 37122:2019 as a Smart City Indicator. In addition, the methods presented in the guidelines are considered to be still general, as they do not provide detailed processes and activities in the form of flowcharts. On the other hand, there is very little research proposing a smart city framework, especially in Indonesia, and there is not yet any research proposing a framework or method for developing smart cities based on ISO 37122 indicators and regional development plans. Based on this condition, a smart city masterplan development framework that is suitable for the context of cities/districts in Indonesia is needed. This research aims to produce a smart city development framework that is in line with SNI ISO 37122:2019, the Kemenkominfo Smart City Model, and Regional Development Plans. The development of the smart city framework is carried out using a qualitative research method, specifically a case study method with a single case study. Balikpapan City was chosen as the case study because it is an influential case where Balikpapan City is currently designated as a Buffer City for the National Capital Integrated Coastal Development (IKN) and has the potential to produce practical recommendations to solve problems. This research produces an output in the form of a mapping model of smart city indicator alignment that includes a total of 144 smart city indicators, a flowchart of the smart city masterplan development method consisting of 10 processes, 30 activities, and 18 work/document templates, as well as 8 smart city masterplan development principles. The smart city framework resulting from this research is expected to serve as a guide for smart city developers to build regional smart city masterplans that are in line with the Kemenkominfo Smart City Model, SNI ISO 37122:2019, and in line with regional development plans.
