Abstract

Rantai pasok sebagai jaringan produksi dari produsen hingga konsumen, berperan penting dalam setiap sektor industri pertanian. Cabai rawit (Capsicum frutescens L.) merupakan komoditas pertanian yang penting dan strategis bagi perekonomian Indonesia dengan data bahwa provinsi Jawa Timur mampu berkontribusi 34,4% dari total produksi cabai rawit nasional. Namun rata-rata produktivitas cabai rawit di Jawa Timur masih di bawah rata-rata nilai nasional, meskipun dengan luas panen paling tinggi. Sehingga hal itu menandakan terdapat permasalahan dalam produksi cabai rawit di Jawa Timur. Penelitian ini bertujuan untuk mencari peluang sebagai upaya peningkatan nilai rantai pasok cabai rawit. Sehingga, metode yang dapat digunakan dalam menggambarkan hubungan antar variabel, menganalisis dan memahami perilaku sistem yang kompleks pada rantai pasok cabai rawit adalah pendekatan system dynamics. Pendekatan system dynamics dapat menyimulasikan kondisi saat ini dari sistem di dunia nyata dan mengevaluasinya. Hal ini sekaligus sebagai alat bantu agar penelitian dapat menghasilkan solusi pengambilan keputusan strategis terhadap kebijakan terkait sistem rantai pasok cabai rawit. Berdasarkan hasil simulasi model yang telah dilakukan, skenario yang dapat digunakan sebagai oleh para pemangku kepentingan/pemerintahan adalah skenario pertama penerapan GAP. Dalam usaha meningkatkan nilai rantai pasok cabai rawit, skenario penerapan GAP dapat meningkatkan produktivitas cabai rawit hingga 13,74% serta peningkatan biaya pembelian benih meningkat sebesar 10,56%. Sedangkan, pemerintahan dapat meningkatkan penerapan modul GAP maupun kelembagaan penunjang secara bertahap dalam beberapa tahun mendatang.

The supply chain as a production network from producers to consumers plays an important role in every sector of the agricultural industry. Chili pepper (Capsicum frutescens L.) is an important and strategic agricultural commodity for the Indonesian economy with data that East Java province can contribute 34.4% of the total national chili pepper production. However, the average productivity of chili pepper in East Java is still below the national average, even with the largest harvested area. So that indicates there are problems in the production of chili pepper in East Java. This study aims to find opportunities as an effort to increase the value of the chili pepper supply chain. Thus, the method that can be used in describing the relationship between variables, analyzing, and understanding the behavior of complex systems in the chili pepper supply chain is the system dynamics approach. The system dynamics approach can simulate the current state of the system in the real world and evaluate it. This is also a tool so that research can produce strategic decision-making solutions for policies related to the chili pepper supply chain system.
Based on the model simulation results that have been carried out, the scenario that can be used by stakeholders/government is the first scenario of GAP implementation. To increase the value of the chili pepper supply chain, the scenario of implementing GAP can increase the productivity of chili pepper by up to 13.74% and increase the cost of purchasing seeds by an increase of 10.56%. Meanwhile, the government can gradually increase the implementation of the GAP module and supporting institutions in the next few years.
