Abstract
Teknologi informasi secara signifikan mempengaruhi dan menentukan pengelolaan dalam perusahaan. Diperlukan kerangka kerja untuk memastikan bahwa teknologi informasi yang digunakan memungkinkan perusahaan dalam memaksimalkan keuntungan, pengelolaan resiko dan sumber daya teknologi informasi digunakan secara efisien. Evaluasi tata kelola teknologi informasi diperlukan untuk membantu pencapaian tujuan perusahan dalam layanan Indonesia Wifi, PT. Telkom Indonesia (Persero), Tbk. Tata kelola teknologi informasi layanan Indonesia Wifi PT Telkom yang diteliti kali ini adalah pada pengelolaan pengembangan produk dan FAB (Fulfillment, Assurance and Billing) System. Kedua pengelolaan ini merupakan aktifitas penting dalam delivery service Indonesia Wifi. Penelitian dilakukan dengan metode survey menggunakan kuesioner design factor COBIT 2019 untuk mengetahui level target kapabilitas (to be condition). Sedangkan untuk mengetahui level kapabilitas kondisi eksisting (as is condition) dilakukan assessment berupa wawancara kepada pihak yang kerap terlibat terhadap proses yang sedang berlangsung berdasar kerangka kerja COBIT 2019. Hasil kuesioner design factor dan wawancara assesment menjadi data primer yang diperuntukkan untuk menganalisa proses FAB System dan pengembangan produk Indonesia Wifi berdasarkan domain proses pada COBIT 2019. Hasil Kuisioner dilakukan uji validitas dan realibilitas dimana diperoleh Hasil R-hitung lebih besar dari R-tabel dan nilai Cronbach’s alpha: 0,9772 ( atau lebih besar > 0,6) sehingga hasil kuisioner valid dan reliable. Adapun hasil penentuan objective dari Goal Cascade dan hasil pengolahan kuesioner Design Factor diperoleh 2 objective prioritas yakni BAI02 dan BAI03 serta 4 objective lain yang juga sangat penting untuk dilakukan perbaikan yakni BAI05, APO03, APO04 dan APO08. Hasil pengolahan data gap capability pada masing-masing objective didapatkan masih berada pada level Largerly dimana target level yang diinginkan adalah level Fully. Hasil Gap Capability Analysis dilanjutkan dengan memberikan usulan rekomendasi perbaikan dengan pemetaan berbasis People, Process dan Technology (PPT) untuk divalidasi oleh pihak stakeholder utama sehingga rekomendasi dapat berguna dalam mencapai tujuan peningkatan profitability Indonesia wifi PT Telkom.

Information technology significantly influences and determines management within the company. A framework is needed to ensure that the information technology used enables companies to maximize profits, manage risks and information technology resources are used efficiently. Evaluation of information technology governance is needed to help achieve company goals in Indonesia Wifi services, PT. Telkom Indonesia (Persero), Tbk. Information technology governance of PT Telkom's Indonesia Wifi services studied this time is on the management of product development and the FAB (Fulfillment, Assurance and Billing) System. Both of these managements are important activities in Indonesia Wifi delivery service. The research was conducted using a survey method with the COBIT 2019 design factor questionnaire to determine the target capability level (to be condition). Meanwhile, to find out the level of capability of the existing condition (as is condition), an assessment is carried out in the form of interviews with parties who are often involved in the ongoing process based on the 2019 COBIT framework. Result of Design Factor questionnaires and assessments interview are primary data intended to analyze the FAB System process and Indonesia Wifi product development based on the process domain in COBIT 2019. The results of the questionnaire were tested for validity and reliability where the R-count results were greater than the R-table and the Cronbach's alpha value: 0.9772 (or greater > 0.6) so that the questionnaire results were valid and reliable. The results of determining the objectives from the Goal Cascade and the results of processing the Design Factor questionnaire obtained 2 priority objectives, namely BAI02 and BAI03 and 4 other objectives that are also very important for improvement, namely BAI05, APO03, APO04 and APO08. The results of processing the gap capability data for each objective are still at the Largerly level where the desired target level is the Fully level. The results of the Gap Capability Analysis are then followed by providing recommendations for improvements with mapping of People, Process and Technology (PPT) to be validated by the main stakeholders so that the recommendations can be useful in achieving the goal of increasing the profitability of Indonesia wifi PT Telkom.
