Abstract

Permasalahan: Dinas Kependudukan dan Pencatatan Sipil Surabaya atau DispendukCapil Surabaya menyediakan layanan yang berkaitan dengan pencatatan sipil dan pendaftaran kependudukan. DispendukCapil Surabaya memiliki jumlah petugas yang banyak dan terdiri dari Pegawai Negeri Sipil (PNS) dan Teknaga Kontrak Kerja Perorangan (non-PNS) untuk menangani banyaknya permohonan yang diterima. Sehingga, Kepala Dinas DispendukCapil Surabaya memiliki kesulitan untuk menilai kinerja setiap petugas. Salah satu layanan dengan jumlah permohonan terbanyak adalah layanan akta kelahiran. Pada penelitian sebelumnya, telah dikembangkan rancangan indikator pengukuran kinerja dan detail informasi nya. Namun, DispendukCapil masih belum mengetahui performa kinerja setiap petugas dan juga belum mengetahui apakah setiap petugas sudah mencapai indikator kinerja proses bisnis layanan akta kelahiran. Oleh karena itu, dibutuhkan analisis terkait kinerja petugas untuk mengukur dan memberi skor kinerja setiap petugas layanan akta kelahiran DispendukCapil Surabaya.
Metodologi: Untuk melakukan analisis ini digunakan pendekatan process mining dengan memanfaatkan event log proses permohonan layanan akta kelahiran dari system Klampid New Generation (KNG). Data event log ini merekam data dari setiap kasus dengan ID kasusnya, jenis aktivitas yang dilakukan, catatan waktu dari setiap aktivitas, dan resource yang menjalankan aktivitas. Data event log tersebut akan di ekstrak dan digunakan sebagai input untuk mendapatkan model dari proses aktual. Model tersebut akan dianalisis untuk mendapatkan beban kerja setiap petugas, lama waktu dari setiap aktivitas, dan kesesuaian waktu kerja dengan indikator pengukuran kinerja. Selanjutnya, dapat dihitung skor kinerja dari setiap petugas layanan akta kelahiran DispendukCapil Surabaya.
Hasil: Dengan penerapan Process Mining didapatkan proses model actual yang dapat mengidentifikasi beban kerja dari setiap petugas proses bisnis layanan akta kelahiran, lama waktu pengerjaan setiap aktivitas, dan kepatuhan terhadap indikator waktu kerja setiap aktivitas. Dengan hasil analysis proses mining dan validasi yang telah dilakukan, rancangan Peformance Scorecard dibentuk. Selain itu diberikan juga rekomendasi terkain faktor yang dapat meningkatkan performa petugas pada aspek waktu dan volume pekerjaan. Hasil ini diharapkan dapat memfasilitasi DispendukCapil Surabaya untuk mengetahui kondisi performa kinerja setiap petugas pelayanan akta kelahiran DispendukCapil Surabaya.

Problems: City Office for Population Administration & Civil Registration (CoPaCR), commonly known as COPACR Surabaya, provides services in terms of civil registration and population registration. COPACR Surabaya has many officers consisting of Government Employees (PNS) and Individual Employment Contracts (non-PNS) to handle the large number of requests received. Thus, the Head of COPACR Surabaya has difficulty assessing each officer's performance. One of the services with the highest number of applications is the birth certificate service. In previous research, performance measurement indicators and detailed information were developed. However, COPACR still does not know the performance of each officer and whether each officer has achieved the performance target of birth certificate services. Therefore, an analysis is needed regarding the performance of officers to measure and score the performance of each Surabaya COPACR birth certificate service officer.
Methodology: In carrying out this analysis, a process mining approach is used by utilizing the event log of the request process for birth certificate services from the Klampid New Generation (KNG) system. This event log records data from each case with an ID, the type of activity performed, each activity's start and end time record, and the resources that performed the activity. The event log data will be extracted and used as input to generate a model of the actual process. The model will be analyzed to obtain each officer's workload, the processing time length for each activity, and the compliance of processing time with the performance measurement target. Furthermore, the performance score of each Surabaya COPACR birth certificate service officer can be calculated.
Expected Results: By implementing Process Mining, an actual process model can be obtained, which enables the identification of the workload of each birth certificate service officer, the length of completion time for each activity, and compliance with indicators of working time for each activity. Based on the analysis of process mining and validation conducted, a Performance Scorecard design is developed. Additionally, recommendations are provided regarding factors that can improve officer performance in terms of time and workload volume. These results are expected to facilitate COPACR Surabaya to find out the performance conditions of the birth certificate service officers at COPACR Surabaya.
