Abstract

Jalan tol adalah jalan yang bertujuan untuk memperlancar lalu lintas yang menghubungkan antara wilayah. Pembangunan Jalan Tol Gedebage-Tasikmalaya-Cilacap akan menghubungkan Kota Bandung, Tasikmalaya dan Cilacap. Daerah tersebut merupakan daerah wisata sehingga banyak kendaraan yang melalui jalan non tol yang menghubungkan Gedebage-Tasikmalaya-Cilacap. Oleh karena itu dibutuhkan pembangunan jalan tol yang bertujuan menghubungkan pariwisata dan efek pengganda antara daerah Jawa Barat dan Jawa Tengah. Akan tetapi, pembangunan Jalan Tol Gedebage-Tasikmalaya-Cilacap dapat menimbulkan dampak sosial dan ekonomi. Maka dari itu perlu dilakukan analisis dampak sosial dan ekonomi masyarakat di sekitar pembangunan Jalan Tol Gedebage-Tasikmalaya-Cilacap. Tujuan dari analisis tersebut yaitu mengetahui dampak sosial dan ekonomi masyarakat yang di timbulkan dari adanya pembangunan Jalan Tol Gedebage-Tasikmalaya-Cilacap dari aspek sosial dan ekonomi untuk rencana pengelolaan risiko. Metode penelitian ini menggunakan kualitatif dengan pendekatan studi kasus. Peneliti mengumpulkan data melalui observasi dan wawancara. Hasil dari penelitian ini adalah secara dampak sosial terdapat adanya konflik sosial antara masyarakat yang pro dengan masyarakat kontra pembangunan jalan tol, keresahan warga dan adanya perubahan sosial. Sementara pada dampak ekonomi terdapat adanya peningkatan dan penurunan pendapatan, serta membuka peluang kerja dan adanya perubahan mata pencaharian.

Toll roads are roads that aim to smooth traffic connecting between regions. The construction of the Gedebage-Tasikmalaya-Cilacap Toll Road will connect the cities of Bandung, Tasikmalaya and Cilacap. The area is a tourist area so that many vehicles go through the non-toll road connecting Gedebage-Tasikmalaya-Cilacap. Therefore, it is necessary to build toll roads that aim to connect tourism and the multiplier effect between West Java and Central Java. However, the construction of the Gedebage-Tasikmalaya-Cilacap Toll Road can have social and economic impacts. Therefore, it is necessary to analyze the social and economic impacts of the community around the construction of the Gedebage-Tasikmalaya-Cilacap Toll Road. The purpose of the analysis is to determine the social and economic impacts of the community arising from the construction of the Gedebage-Tasikmalaya-Cilacap Toll Road from social and economic aspects for risk management plans. This research method uses qualitative with a case study approach. Researchers collect data through observation and interviews. The result of this study is that in terms of social impact, there are social conflicts between people who are pro and people against toll road construction, community unrest and social change. Meanwhile, on the economic impact, there is an increase and decrease in income, as well as opening up job opportunities and changes in livelihoods.
