Abstract

Program Inkubasi Usaha Mandiri merupakan program yang diadakan oleh Dinas Pengendalian Penduduk, Pemberdayaan Perempuan dan Perlindungan Anak Kota Surabaya dengan sasaran ibu rumah tangga yang berasal dari masyarakat berpenghasilan rendah. Pada tahun 2021 Program Inkubasi Usaha Mandiri dilakukan pada Kelurahan Kapasari, Kecamatan Genteng, Kota Surabaya. Dimana dalam program ini ibu rumah tangga diberikan pelatihan serta fasilitas untuk pemberdayaan ekonomi berbasis usaha. Penelitian ini bertujuan untuk mengetahui efektivitas pelaksanaan Program Inkubasi Usaha Mandiri dalam pengembangan UMKM di Kelurahan Kapasari serta untuk mengetahui faktor yang mempengaruhi pelaksanaan program. Jenis penelitian yang digunakan yaitu penelitian kualitatif deskriptif dengan menggunakan teori efektivitas dari Pradipta dan Hariani yang terdiri dari lima indikator yaitu sosialisasi program, pemahaman program, pencapaian tujuan, perubahan nyata dan sistem pengendalian dan pengawasan. Hasil penelitian menunjukkan bahwa program telah terlaksana dengan efektif dimana para ibu rumah tangga mengikuti pelaksanaan program dengan baik serta memahami tujuan diadakannya program. Selain itu, terdapat perubahan nyata berkembangnya usaha yang dimiliki para ibu rumah tangga peserta program yang didapati dengan kenaikan modal dan omzet. Akan tetapi sistem pengendalian dan pengawasan masih belum berjalan secara efektif dengan tidak adanya monitoring lebih lanjut dari pelaksana. Adapun faktor yang mempengaruhi pelaksanaan program inkubasi usaha mandiri terdiri dari motivasi dan komitmen, izin keluarga, anak, transport, dan penggunaan teknologi. Dinas Pengendalian Penduduk, Pemberdayaan Perempuan dan Perlindungan Anak Kota Surabaya sebagai pelaksana program memberikan fasilitas – fasilitas untuk membantu kelancaran pelaksanaan program.

The Independent Business Incubation Program is a program organized by the Department of Population Control, Women's Empowerment and Child Protection in Surabaya City with the target of housewives from low-income communities. In 2021 the Independent Business Incubation Program will be carried out in the Kapasari Village, Genteng District, Surabaya City. Where in this program housewives are given training and facilities for business-based economic empowerment. This study aims to determine the effectiveness of the implementation of the Independent Business Incubation Program in developing MSMEs in the Kapasari Village and to determine the factors that influence program implementation. The type of research used is descriptive qualitative research using the theory of effectiveness from Pradipta and Hariani which consists of five indicators, namely program socialization, program understanding, goal attainment, real change and control and supervision systems. The results showed that the program had been implemented effectively where the housewives had followed the program well and understood the purpose of the program. Apart from that, there have been real changes in the development of the businesses owned by the housewives participating in the program which were found to be with an increase in capital and turnover. However, the control and supervision system is still not running effectively in the absence of further monitoring from the executor. The factors that influence the implementation of the independent business incubation program consist of motivation and commitment, family permits, children, transport, and use of technology. The Department of Population Control, Women's Empowerment and Child Protection in the City of Surabaya as the implementer of the program provides facilities to help run the program smoothly.
