Abstract

Indonesia terletak di dalam cincin api pasifik yang dikenal sebagai "ring of fire". Hal ini menjadikan Indonesia memiliki kondisi alam yang kaya dengan sejumlah keunggulan, namun juga membawa risiko terhadap bencana alam. Keunggulan kondisi alam memberikan potensi kekayaan, tetapi di sisi lain, wilayah ini juga rentan terhadap bencana akibat faktor geografis, geologis, hidrologis, dan demografis. Pada tahun 2017, 2018, 2021, dan 2022 di Kecamatan Jabon telah terjadi bencana banjir Rob yang mengakibatkan terendamnya pemukiman warga, sawah dan tambak. Penelitian ini menggunakan pendekatan kualitatif fenomenologi data didapatkan dengan observasi non partisipant dan wawancara semi terstruktur. Dampak yang ditimbulkan dari banjir di Dusun kalialo pun beragam, mulai dari kerugian materil, ekonomi, rumah. Contoh mitigasi yang sudah dilakukan di masyarakat terdampak adalah, mata pencaharian baru, pengendalian bahaya banjir dengan cara berwujud fisik, pembuatan tanggul sementara di sepanjang pinggiran sungai dan laut. Berdasarkan analisis menggunakan tangga arnstein partisipasi masyarakat dalam mitigasi banjir rob di Dusun Kalialo Desa Kupang Kecamatan Jabon partisipasi masyarakat berada di tingkat tertinggi yaitu Citizen Control (Kontrol Masyarakat) Fungsi BPBD sebagai pengawas jalannya kegiatan mitigasi banjir rob dan pengembangan kapasitas manusia saja, Masyarakat Dusun Kalialo memiliki kontrol penuh dalam jalannya mitigasi banjir rob jika tidak dilakukan pemeliharaan tanggul sungai dan tambak pemukiman Dusun Kalialo akan terkena banjir rob.

Indonesia is located within the Pacific Ring of Fire, which is known for its volcanic and seismic activity. This makes Indonesia rich in natural conditions with several advantages but also brings risks of natural disasters. The natural conditions offer potential wealth, but on the other hand, the region is vulnerable to disasters due to geographic, geological, hydrological, and demographic factors. In the years 2017, 2018, 2021, and 2022, the Jabon Subdistrict experienced flash flood disasters known as "banjir rob," resulting in the submergence of residential areas, rice fields, and fishponds. This research utilized a qualitative phenomenological approach, and data were obtained through non-participant observation and semi-structured interviews. The impacts of the floods in Kalialo Hamlet vary, ranging from material losses, economic setbacks, and damage to houses. Some examples of mitigation measures taken by the affected community include exploring new livelihoods and implementing physical flood hazard control, such as constructing temporary embankments along rivers and the coastline. Based on the analysis using the Arnstein ladder of participation, the community's participation in flood mitigation in Kalialo Hamlet, Kupang Village, Jabon Subdistrict, is at the highest level, known as Citizen Control. The Regional Disaster Management Agency (BPBD) functions as a supervisor of flood mitigation activities and human capacity development. The community in Kalialo Hamlet has full control over the flood mitigation process, and without the maintenance of river and fishpond embankments, it would be vulnerable to flash floods.
