Abstract

Tujuan penelitian ini adalah untuk mengembangkan Zachman Framework dan Peraturan Presiden (Perpres) No. 132. SPBE merupakan pendekatan yang memanfaatkan teknologi informasi dan komunikasi untuk meningkatkan efisiensi dan pelayanan publik di sektor publik. Menilai kelengkapan artefak arsitektur SPBE penting untuk memastikan bahwa semua komponen yang diperlukan untuk pengembangan SPBE tercakup secara komprehensif. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan kajian literatur, menganalisis dokumen regulasi dan mewawancarai pakar arsitektur dan profesional SPBE. Zachman Framework berfungsi sebagai panduan untuk menganalisis dan mengatur elemen arsitektur SPBE dari enam perspektif berbeda: Apa, bagaimana, kapan, di mana, siapa dan mengapa. Perpres 132 digunakan sebagai acuan untuk menggambarkan konteks regulasi SPBE Indonesia. Sebagai hasil dari penelitian ini, dikembangkan alat penilaian terstruktur dan standar untuk menilai keseluruhan objek arsitektur SPBE. Alat penilaian ini mencakup pertanyaan yang berkaitan dengan setiap aspek kerangka kerja Zachman, termasuk kebijakan keamanan, kontrol akses, mekanisme keamanan, interoperabilitas, dan ketahanan. Selain itu, alat penilaian juga memperhatikan Perpres 132. Keuntungan penggunaan alat penilaian ini terletak pada peningkatan efektifitas penilaian SPBE terhadap kelengkapan objek arsitektural. Arsitek dan praktisi SPBE dapat menggunakan alat penilaian yang dikembangkan untuk membuat penilaian yang lebih detail dan komprehensif. Hasil evaluasi memberikan wawasan berharga untuk mengidentifikasi kelemahan atau kesenjangan dalam artefak arsitektur SPBE untuk meningkatkan kualitas dan efisiensi SPBE yang ada. Studi ini juga memiliki implikasi praktis bagi PT.XYZ yang mengembangkan SPBE. Dengan alat penilaian ini PT.XYZ secara sistematis dapat mengevaluasi kelengkapan objek arsitektural SPBE dan memastikan kepatuhan terhadap peraturan yang ditetapkan dalam Perpres 132. Hal ini meningkatkan kualitas pelayanan publik, meningkatkan kepercayaan pemangku kepentingan dan meningkatkan penerimaan publik terhadap SPBE. ====================================================================================================================================
The purpose of this research is to develop the Zachman Framework and Presidential Regulation (Perpres) No. 132. SPBE is an approach that utilizes information and communication technology to enhance efficiency and public service in the public sector. Assessing the completeness of SPBE architecture artifacts is crucial to ensure that all necessary components for SPBE development are comprehensively covered. This research employs a qualitative approach by conducting literature reviews, analyzing regulatory documents, and interviewing architecture experts and SPBE professionals. The Zachman Framework serves as a guide to analyze and organize the architecture elements of SPBE from six different perspectives: What, How, When, Where, Who, and Why. Perpres 132 is used as a reference to depict the regulatory context of SPBE in Indonesia. As a result of this research, a structured assessment tool and standards have been developed to evaluate the overall architecture objects of SPBE. This assessment tool includes questions related to each aspect of the Zachman framework, including security policies, access controls, security mechanisms, interoperability, and resilience. Additionally, the assessment tool also takes into account Perpres 132. The benefits of using this assessment tool lie in improving the effectiveness of SPBE assessments regarding the completeness of architectural objects. Architects and SPBE practitioners can utilize the developed assessment tool to conduct more detailed and comprehensive evaluations. The evaluation results provide valuable insights to identify weaknesses or gaps in SPBE architecture artifacts in order to enhance the quality and efficiency of existing SPBE systems. This study also has practical implications for PT.XYZ, the entity developing SPBE. With this assessment tool, PT.XYZ can systematically evaluate the vii completeness of SPBE architectural objects and ensure compliance with the regulations stipulated in Perpres 132. This enhances the quality of public services, increases stakeholder trust, and improves public acceptance of SPBE.
