Abstract

Kabupaten Sidoarjo memiliki potensi yang besar dalam bidang perikanan karena letaknya yang berbatas dengan Selat Madura. Tingginya hasil perikanan di Kab. Sidoarjo berbanding lurus dengan volume limbah perikanan yang dihasilkan dari pasar ikan. Limbah yang dihasilkan berupa limbah padat dan cair. Limbah cair berasal dari sisa pencucian, sisa pengawetan dengan es batu, dan juga pembersihan wilayah jualan. Limbah cair memiliki karakteristik fisik seperti berwarna kecokelatan, keruh, dan berbau anyir. Limbah padat yang dihasilkan antara lain, isi perut ikan, duri, dan sisik dari jasa pembersihan ikan, plastik sekali pakai, daun kering, kemasan bekas minuman, sedotan, dan beberapa styrofoam bekas yang rusak. Pasar merupakan tempat berkumpulnya banyak orang yang memungkinkan terjadinya penularan penyakit. Untuk mengurangi penyebaran penyakit, maka perlu diperhatikan pula terkait sistem sanitasi dan hygiene di pasar tersebut. Sesuai dengan PERMENKES No.17 tahun 2020 air limbah yang dibuang sudah harus sesuai dengan baku mutu yang berlaku. Pada perencanaan ini digunakan baku mutu dari PERMENLHK No.5 tahun 2014 untuk baku mutu industri perikanan. Sebelum menentukan jenis pengolahan yang digunakan, dilakukan observasi terkait sistem sanitasi yang ada di pasar dan kondisi pasar serta analisis laboratorium terhadap kualitas air limbah Depo Pemasaran Ikan Lingkar Timur, Sidoarjo untuk mendapat data primer. Data sekunder didapatkan melalui sumber yang telah ada. Kemudian dilakukan pengolahan data untuk perencanaan IPAL dan sistem penyaluran air limbah sesuai dengan kriteria desain dan prinsip pengolahan air limbah.Serta mengevaluasi sistem sanitasi yang ada. Hasil dari pengolahan data dan perencanaan yaitu Basic Design IPAL meliputi perhitungan desain, gambar desain, Bill of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB) pembangunan, dan evaluasi dari sistem sanitasi pasar. Dengan rata-rata debit air limbah sebesar 29,22 m3/hari air limbah Depo Pemasaran Ikan Lingkar Timur, Sidoarjo memiliki karakteristik berwarna keruh kecoklatan dan berbau anyir. Air limbah mengandung beban organik BOD sebesar 984 mg/L dan COD sebesar 1835 mg/L, dengan konsentrasi total amonia 904,86 mg/L, kandungan TSS 322mg/L dan pH sebesar 7,35. Instalasi pengolahan air limbah direncanakan dengan 1 unit grease trap (1,6 m x 1 m x 0,9 m), 1 unit bak ekualisasi dengan screen (4 m x 2 m x 1,8 m), 1 unit anaerobic baffled reactor (5,9 m x 5,5 m x 1,8 m), 1 unit biological aerobic filter (3,5 m x 3 m x 2,5 m), 1 unit clarifier (2,6 m x 1,3 m x 1,5 m), dan 1 unit constructed wetland (8,6 m x 4,3 m x 1,5 m). Biaya yang dibutuhkan untuk konstruksi IPAL sebesar Rp 318.900.000 terbilang Tiga Ratus Delapan belas Sembilan Ratus Ribu Rupiah. Sistem sanitasi pada Depo Pemasaran Ikan Lingkar Timur, Sidoarjo terdapat kekurangan pada aspek yang dinilai, seperti pengelolaan sampah, penyaluran air limbah dan drainase, serta penyaluran air bersih.

Sidoarjo Regency has great potential in the field of fisheries because it is located on the border with the Madura Strait. The high yield of fishery in Sidoarjo is directly proportional to the volume of fishery waste generated from the fish market. The waste generated is in the form of solid and liquid waste. Liquid waste comes from washing residue, preservation with ice cubes, and also cleaning the sales area. Liquid waste has physical characteristics such as brown, cloudy, and rancid smell. Solid waste generated includes fish guts, spines and scales from fish cleaning services, single-use plastic, dry leaves, used beverage packaging, straws, and some damaged used styrofoam. The market is a gathering place for many people which allows disease transmission to occur. To reduce the spread of disease, it is also necessary to pay attention to the sanitation and hygiene system in these markets. In accordance with PERMENKES No. 17 of 2020 the wastewater that is disposed of must comply with the applicable quality standards.
In this planning, quality standards from PERMENLHK No. 5 of 2014 are used for quality standards for the fishing industry. Before determining the type of treatment to be used, observations were made related to the existing sanitation system in the market and market conditions as well as laboratory analysis of the quality of wastewater from the Depo Pemasaran Ikan Lingkar Timur, Sidoarjo to obtain primary data. Secondary data obtained through existing sources. Then data processing is carried out for the planning of WWTPs and wastewater distribution systems in accordance with the design criteria and principles of wastewater treatment. As well as evaluating existing sanitation systems. The results of data processing and planning are the Basic Design of WWTP including design calculations, design drawings, Bill of Quantity (BOQ) and Development Budget Plans (RAB), and evaluation of market sanitation systems. With an average wastewater discharge of 29.22 m3/day Depo Pemasaran Ikan Lingkar Timur, Sidoarjo has the characteristics of a cloudy brown color and a rancid smell. The wastewater contained an organic load of 984 mg/L BOD and 1835 mg/L of COD, with a total ammonia concentration of 904.86 mg/L, a TSS content of 322 mg/L and a pH of 7.35. Wastewater treatment plant is planned with 1 unit grease trap (1.6 m x 1 m x 0.9 m), 1 unit equalization tank with screen (4 m x 2 m x 1.8 m), 1 unit anaerobic baffled reactor (5.9 m x 5.5 m x 1.8 m), 1 unit biological aerobic filter (3.5 m x 3 m x 2.5 m), 1 unit clarifier (2.6 m x 1.3 m x 1.5 m), and 1 unit of constructed wetland (8.6 m x 4.3 m x 1.5 m). The cost required for the WWTP construction is IDR 337,300,000, spelled out Three Hundred Thirtyseven Million Three Hundred Thousand Rupiah. The sanitation system at the Depo Pemasaran Ikan Lingkar Timur, Sidoarjo has deficiencies in the aspects assessed, such as waste management, distribution of waste water and drainage, and distribution of clean water
