Abstract
Proyek Pembangunan Jalan Tol Trans Sumatera Ruas Kuala Tanjung – Inderapura dijadwalkan harus selesai dalam waktu 185 hari, tepatnya dimulai tanggal 08 Agustus 2022 hingga 09 Februari 2023. Namun, dalam proses pelaksanaannya terjadi keterlambatan yang signifikan pada awal November 2022 sehingga kontraktor harus melakukan addendum pada 21 Januari 2023 yang berakibat pada perubahan waktu pelaksanaan proyek. Berdasarkan addendum, proyek ini harus selesai pada 09 Juni 2023. Besar nilai kontrak proyek Jalan Tol Trans Sumatera Ruas Kuala Tanjung – Inderapura mencapai Rp. 943.312.505.375,00. Dengan besarnya nilai kontrak dan waktu pengerjaan yang dilaksanakan, maka dibutuhkan suatu perencanaan dan pengendalian waktu proyek agar dapat terkontrol dengan baik. Tugas akhir ini bertujuan untuk merencanakan penjadwalan ulang proyek dengan mempertimbangkan ketidakpastian dan sifat psikologi manusia diantaranya student’s syndrome, parkinson law, dan overestimate duration yang mungkin terjadi pada proyek konstruksi. Metode yang digunakan dalam penelitian ini adalah metode Critical Chain Project Management dengan memanfaatkan data proyek berupa master schedule dan laporan progress mingguan proyek. Critical Chain Project Management digunakan untuk menghasilkan penjadwalan baru dengan memperhatikan ketidakpastian dan menfaatkan buffer time sebagai waktu penyangga proyek. Pada metode Critical Chain Project Management (CCPM) digunakan metode Root Square Error Method (RSEM) untuk menentukan buffer sizing. Penjadwalan menggunakan metode Critical Chain Project Management menghasilkan durasi yang lebih singkat dari penjadwalan eksisting proyek. Penjadwalan menggunakan CCPM menghasilkan durasi sebesar 15,33 minggu (108 hari) atau lebih singkat 15,91% (20 hari) apabila buffer time (waktu penyangga) tidak digunakan sama sekali. Dan apabila waktu buffer digunakan seluruhnya, maka penjadwalan CCPM menghasilkan durasi 17,33 minggu (122 hari) atau lebih singkat 4,94% (6 hari) dari penjadwalan eksisting.

The Trans Sumatera Toll Road Project for the Kuala Tanjung – Inderapura section was scheduled to be completed within 185 days, to be precise starting from August 8th, 2022 to February 9th, 2023. However, significant delays occurred in early November 2022 so the contractor had to make an addendum on January 21st ,2023 which resulted in on changes in the timing of project implementation. Based on the addendum, this project must be completed on June 9th, 2023. The contract value of the Trans Sumatra Toll Road Project for Kuala Tanjung - Inderapura Section is Rp. 943.312.505.375,00. Due to the large contract value and the duration of the project efficient project planning and scheduling are required to ensure that the project is well-controlled. This final project aims to plan project rescheduling plan by considering uncertainties and nature of human psychology includes student’s syndrome, parkinson law, and overestimates durations that may occur in construction project. The method used in this research is the Critical Chain Project Management method by utilizing project data such as the master schedule and weekly project progress reports. Critical Chain Project Management is used to generate new schedules by taking into account uncertainty and utilizing buffer time as a substitute for safety time. The Critical Chain Project Management used the Root Square Error Method (RSEM) to determine buffer sizing. Scheduling using the Critical Chain Project Management method results in a shorter duration than the existing project scheduling. Schedulling using CCPM results in a duration of 15,33 weeks (108 days) or 15,91% (20 days) shorter if buffer time is not used at all. And if the buffer time is used entirely, then CCPM scheduling results in a duration of 17,33 weeks (122 days) or 4,94% (6 days) shorter than existing scheduling.
