Abstract
In Ponorogo Regency, there were 68 domestic wastewater infrastructures built in 2011–2019, which include on-site and off-site treatment systems. Ponorogo Regency has five communal Sewage Treatment Plants (STPs) that were constructed around 2015 -2018. Based on initial observations in the survey area, it was found that the performance of those communal Sewage Treatment Plants (STPs) had not been evaluated. Moreover, these STPs have problems, such as causing unpleasant odors, clogging, and operational matters.
The evaluation of communal sewage treatment plants was carried out in 4 STPs in Ponorogo Regency. The first method was conducted to collect primary and secondary data to support the research from both technical and non-technical aspects. The grab sampling method was used to take the qualities of influent and effluent for the technical aspect and the questionnaire method was used for the non-technical aspect. This study found that the existing flow rate was lower than the design flow rate for all communal STPs. The removal efficiency of the ABR unit at two communal STPs (Paju STP and Pulung STP) for BOD, COD, TSS, Oil & Grease were 54 - 55.5%, 66 - 70.3%, 70 - 75%, 58 - 86.3%, respectively. For the Anaerobic Filter unit, the removal efficiency at the four communal STPs for BOD, COD, TSS, Oil & Grease parameters were 47 - 62.2%, 61 - 70.3, 64 - 76.9%, and 58 - 71.1%, respectively. However, most of the parameters did not comply with the domestic wastewater quality standards set by the Regulation of the Minister of Environment and Forestry Number 68 of 2016. Members of the KPP nevertheless lack an understanding of their main duties as STP administrators, and the organizational structure is not in accordance with technical requirements, therefore management of the KPP is not efficient. The strategies to improve the STPs' performance include; adding the number of house connections, carrying out desludging of STPs, introducing additional microorganisms in treatment units, conducting regular monitoring and maintenance of STPs and complementary buildings, making SOP for the operation and maintenance of the communal STPs, continuously utilize contributions from beneficiaries, conduct socialization programs to educate KPP members.

Di Kabupaten Ponorogo, terdapat 68 infrastruktur air limbah domestik yang dibangun pada tahun 2011–2019, yang meliputi sistem pengolahan on-site dan off-site. Kabupaten Ponorogo memiliki lima Sewage Treatment Plant (STP) komunal yang dibangun sekitar tahun 2015 -2018. Berdasarkan pengamatan awal di daerah survei, diketahui bahwa kinerja Instalasi Pengolahan Air Limbah (STP) komunal tersebut belum dievaluasi. Selain itu, STP ini memiliki masalah seperti menimbulkan bau tidak sedap, penyumbatan, dan masalah operasional. Evaluasi instalasi pengolahan limbah komunal dilakukan di 4 STP di Kabupaten Ponorogo. Metode pertama dilakukan untuk mengumpulkan data primer dan sekunder untuk mendukung penelitian baik dari aspek teknis maupun non teknis. Metode grab sampling digunakan untuk mengambil kualitas influen dan efluen untuk aspek teknis dan metode angket digunakan untuk aspek non teknis. Studi ini menemukan bahwa debit aliran eksisting lebih rendah dari debit desain untuk semua IPLT komunal. Efisiensi penyisihan unit ABR di dua STP komunal (STP Paju dan STP Pulung) untuk BOD, COD, TSS, Oli & Gemuk masing-masing adalah 54 - 55,5%, 66 - 70,3%, 70 - 75%, 58 - 86,3%. Untuk unit Anaerobic Filter, efisiensi penyisihan pada empat STP komunal untuk parameter BOD, COD, TSS, Oli & Gemuk masing-masing adalah 47 - 62,2%, 61 - 70,3, 64 - 76,9%, dan 58 - 71,1%. Namun, sebagian besar parameter tersebut tidak memenuhi baku mutu air limbah domestik yang ditetapkan oleh Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 68 Tahun 2016. Anggota KPP masih kurang memahami tugas pokoknya sebagai pengurus STP, dan struktur organisasi tidak sesuai dengan persyaratan teknis, sehingga pengelolaan KPP tidak efisien. Strategi untuk meningkatkan kinerja STP antara lain; menambah jumlah sambungan rumah, melakukan penyedotan IPAL, memasukkan mikroorganisme tambahan di unit pengolahan, melakukan pemantauan dan pemeliharaan berkala terhadap IPLT dan bangunan pelengkap, membuat SOP pengoperasian dan pemeliharaan IPAL komunal, terus memanfaatkan iuran dari penerima manfaat, melakukan program sosialisasi untuk mengedukasi anggota KPP.
