Abstract

Kementerian Sosial Republik Indonesia memiliki tanggung jawab dalam mengatur pemerintah di bidang sosial untuk membantu presiden dalam menyelenggarakan pemerintahan. Kemensos RI memiliki berbagai tugas dan fungsi yang telah diatur dalam Peraturan Presiden No. 46 Tahun 2015 tentang Kementerian Sosial. Tugas dan fungsi tersebut akan semakin mudah untuk dilaksanakan dengan memanfaatkan perkembangan teknologi saat ini sehingga dibutuhkan metodologi manajemen proyek perangkat lunak yang sesuai dengan keadaan di Kemensos RI. Saat ini, Pusat Data dan Informasi Kesejahteraan Sosial (Pusdatin Kesos) masih belum menerapkan metodologi apapun dalam pengembangan perangkat lunak. Tim pengembang Pusdatin Kesos pernah menerapkan metode Papan Kanban melalui Trello, tetapi masih kurang efektif untuk menunjang produktivitas karena setiap anggota tim belum memiliki inisiatif untuk memanajemen tugas dengan Trello secara mandiri. Menurut Standish Group Chaos Report 2018, ditemukan bahwa tingkat keberhasilan proyek dengan pendekatan Agile adalah 60% lebih tinggi dari proyek dengan pendekatan tradisional.
Tim pengembangan Pusdatin Kesos melakukan pelatihan dasar Agile dan Scrum, simulasi sederhana Scrum, dan menerapkan kerangka kerja Scrum di Pusdatin Kesos. Diperoleh pencapaian dan permasalahan dalam pelaksanaan implementasi Scrum. Secara umum, tim pengembang belum mencapai kemampuan yang optimal dalam menerapkan kerangka kerja Scrum. Hasil evaluasi tingkat kematangan Scrum menunjukkan bahwa Pusdatin Kesos memperoleh tingkat kematangan satu (initial). Hal tersebut dicapai melalui 34 praktik "terpenuhi", lima praktik "terpenuhi sebagian", dan tiga praktik "tidak terpenuhi". Setelah tingkat kematangan dan masalah saat ini diidentifikasi, rekomendasi perbaikan berdasarkan komponen Scrum (peran Scrum, acara Scrum, dan komponen pendukung Scrum) diusulkan. ===================================================================================================================================
The Ministry of Social Affairs of the Republic of Indonesia has the responsibility of managing the government in the social sector to assist the President in administering the government. The Indonesian Ministry of Social Affairs has various tasks and functions that have been regulated in Presidential Regulation no. 46 of 2015 concerning the Ministry of Social Affairs. These tasks and functions will be easier to carry out by utilizing current technological developments so a software project management methodology is needed by the conditions at the Indonesian Ministry of Social Affairs. Currently, the Social Welfare Data and Information Center (Pusdatin Kesos) has not yet implemented any methodology in software development. The Social Welfare Center Data Center IT team has used the Kanban Board method through Trello, but it is still not effective in supporting productivity because each team member does not have the initiative to manage tasks using Trello independently. According to the 2018 Standish Group Chaos Report, it was found that the success rate of projects with an Agile approach was 60% higher than projects with a traditional approach.
The Pusdatin Kesos development team underwent basic Agile and Scrum training, conducted simple Scrum simulations, and implemented the Scrum framework within Pusdatin Kesos. Achievements and challenges were observed during the implementation of Scrum. Overall, the development team has not yet reached an optimal level of proficiency in applying the Scrum framework. The evaluation results of Scrum maturity level indicate that Pusdatin Kesos has achieved an initial level of maturity. This was achieved through 34 "fully achieved" practices, five "partially achieved" practices, and three "not achieved" practices. After identifying the current level of maturity and existing issues, recommendations for improvement based on the Scrum components (Scrum roles, Scrum events, and Scrum artifacts) are proposed.
