Abstract

Dengan adanya fenomena penurunan muka air tanah, banjir menjadi bencana yang tidak dapat dihindari warga ibukota, termasuk dampaknya seperti penutupan sejumlah jalan, pembatalan perjalanan kereta api dan Trans Jakarta yang kemudian menyebabkan penghambatan mobilisasi penduduk dan jalur distribusi bagi berbagai macam sektor. Salah satu hal yang perlu diperhatikan dalam mengurangi dampak tidak langsung akibat terganggunya transportasi perkotaan adalah dengan menjaga fungsi transportasi. Penelitian ini dilakukan dalam rangka mengidentifikasi robustness atau kekokohan yang dimiliki jaringan transportasi di DKI Jakarta melalui respon fungsi transportasi terhadap gangguan banjir. Metode penelitian yang dipakai dalam penelitian yakni analisis sentralitas untuk mengidentifikasi peran jaringan serta mengukur fungsi transporasi berdasarkan variabel konektivitas, jalur terdekat, dan komponen besar melalui skenario bahaya banjir dan skenario bertarget. Hasil menunjukkan bahwa persimpangan Jenderal Ahmad Yani – Bekasi Raya sebagai persimpangan paling krusial dan Jalan HOS Cokroaminoto, Haji Agus Salim, KH. Wahid Asyim, Menteng Raya, Pangeran Diponegoro, Panglima Polim Raya, Cut Meutia, dan Cikini Raya sebagai persimpangan dengan akses terbaik di Jakarta. Banjir menyebabkan terjadinya pergeseran peran krusial dan penurunan akses. Jakarta Timur menjadi kota paling robust dari segi peran krusial dan Jakarta Selatan dari segi akses, sedangkan Jakarta Utara menjadi kota yang paling tidak robust terhadap banjir. Persimpangan krusial memegang peran lebih besar dalam menjaga fungsionalitas sistem transportasi dibandingkan persimpangan dengan akses yang baik. Hilangnya akses dengan peran yang besar akan lebih cepat merusak sistem jaringan transportasi dibandingkan gangguan pada segmen jalan lainnya.

With the phenomenon of declining groundwater levels, floods have become an unavoidable disaster for the residents of the capital city, including its impacts such as road closures, cancellations of train and Trans Jakarta trips, resulting in hindered mobility of the population and disrupted distribution routes for various sectors. One important aspect to consider in reducing the indirect impacts due to urban transportation disruptions is to maintain the functionality of transportation. This research was conducted to identify the robustness of the transportation network in DKI Jakarta through its response to flood disruptions. The research method used was centrality analysis to identify the network's roles and measure transportation functionality based on connectivity variables, shortest paths, and giant components through flood hazard scenarios and targeted scenarios. The results showed that the intersection of Jenderal Ahmad Yani - Bekasi Raya was the most crucial intersection, and Jalan HOS Cokroaminoto, Haji Agus Salim, KH. Wahid Asyim, Menteng Raya, Pangeran Diponegoro, Panglima Polim Raya, Cut Meutia, and Cikini Raya were intersections with the best access in Jakarta. Floods caused a shift in crucial roles and decreased access. East Jakarta became the most robust city in terms of crucial roles and South Jakarta in terms of access, while North Jakarta was the least robust against floods. Crucial intersections play a larger role in maintaining the functionality of the transportation system compared to intersections with good access. The loss of access with a significant role can rapidly damage the transportation network system compared to disruptions in other road segments.
