Abstract

Dunia industri senantiasa menghadapi tantangan dan ketidakpastian, baik yang berasal dari permasalahan internal perusahaan maupun eksternal, serta terjadi dalam skala lokal hingga global. Tantangan dan ketidakpastian dunia industri yang dapat memicu timbulnya permasalahan atau risiko-risiko pada kegiatan operasional, khususnya pada aktivitas rantai pasok sebagai tulang punggung kegiatan operasional perusahaan, juga dialami oleh PT. Otsuka Indonesia, terutama pada produk unggulan ampul Water Injection 25 mL (WI – 25 mL). Namun, karena belum memiliki divisi khusus untuk menangani risiko pada bisnis, khususnya pada aktivitas rantai pasok, pemetaan risiko dan analisis penyebab risiko belum dilakukan secara sistematis dan berkala sehingga akar permasalahan dan tindakan mitigasi untuk mengurangi atau menghindari dampak terjadinya risiko belum bisa terdokumentasi dengan baik. Pada penelitian ini akan dibahas mengenai analisis manajemen risiko pada aktivitas rantai pasok produk WI – 25 mL PT. Otsuka Indonesia menggunakan pendekatan metode House of Risk (HOR) dan Analytic Network Process (ANP). Metode HOR tahap 1 digunakan untuk memetakan risiko dan menyusun strategi mitigasi risiko. Berdasarkan perhitungan metode HOR tahap 1, dari 17 aktivitas rantai pasok, berhasil diidentifikasi 35 risk events (kejadian risiko) E1 – E35 yang dipicu oleh 69 risk agents (penyebab risiko) A1 – A69. Kemudian berdasarkan perhitungan grafik Pareto terpilih 8 key risk yang akan ditindaklanjuti yakni key risk kode A1, A5, A39, A35, A36, A3, A7, dan A2. Rekomendasi strategi mitigasi risiko atau preventive action disusun untuk menanggulangi 8 key risk yang ada, yakni strategi PA 1 – PA 9 berdasarkan studi literatur. Metode ANP digunakan untuk menentukan preventive action yang akan diprioritaskan untuk ditindaklanjuti, menghasilkan 4 key mitigation strategy yakni PA8, PA9, PA4, dan PA5. Metode HOR tahap 2 digunakan untuk menemukan urutan strategi yang akan diimplementasikan sesuai dengan kemampuan perusahaan dari segi finansial maupun kesiapan teknologi dan sumber daya manusia. Urutan pelaksanaan strategi mitigasi yang direkomendasikan adalah PA9, PA8, PA5, dan PA4.

Challenges and uncertainties in the industrial world are inevitable, both from internal and external problems, as well as on a local and global scale. The challenges and uncertainties that exist and triggered the emergence of risks in business, such as in supply chain sector as the backbone of the operational activities in a company, also happened in PT. Otsuka Indonesia, specifically on its superior product, Water Injection 25 mL ampoule (WI 25 mL). However, because there is not yet established division that specifically handles risks in business, especially in supply chain activities, risk mapping and the causes of the risk analysis are not carried out regularly, make the root causes of problems and mitigation actions to reduce or avoid the impact of risk occurrence cannot be well documented. This research will discuss the risk management analysis of PT. Otsuka Indonesia supply chain activities for product WI – 25 mL using the House of Risk (HOR) and Analytic Network Process (ANP) approaches. HOR Phase 1 applied to map the risks and develop risks mitigation strategies. Based on calculations in HOR Phase 1, from 17 supply chain activities, 35 risk events identified namely E1 – E35 that occurred due to 69 risk agents A1 – A69. Moreover, based on Pareto chart calculations, 8 key risks are established and will be taken into action namely key risk A1, A5, A39, A35, A36, A3, A7, and A2. Preventive actions are compiled to overcome the key risk, namely strategy PA 1 – PA 9. The development of preventive actions is based on literature research. ANP methods are used to determine the key mitigation strategies. Based on ANP calculations, 4 key mitigation strategies are determined namely PA8, PA9, PA4, and PA5. HOR Phase 2 used to find the sequence of the key mitigation strategies implementation according to PT. Otsuka Indonesia’s capability in financial, technical, and human resources. The order of mitigation strategies recommended are PA9, PA8, PA5, and PA4 sequentially.
