Abstract

Tol Kediri-Tulungagung adalah salah satu bagian dari Tol Non Trans Jawa yang termasuk dalam proyek strategis nasional. Tol Kediri-Tulungagung dibangun untuk memfasilitasi aktivitas serta kegiatan perekonomian di Jawa Timur bagian selatan dan mendukung konektivitas akses menuju Bandara Kediri, sehingga memberikan potensi peningkatan perekonomian. Dengan adanya Jalan Tol Kediri-Tulungagung maka pilihan rute yang menghubungkan Kabupaten Kediri dan Kabupaten Tulungagung akan bertambah. Tujuan dari penyusunan Studi ini adalah untuk menganalisis kelayakan dari proyek pembangunan jalan tol Kediri-Tulungagung yang ditinjau dari segi ekonomi dan finansial. Studi kelayakan proyek merupakan suatu studi untuk menilai proyek yang akan dikerjakan. Pada penyusunan Studi ini, akan dianalisis kelayakan pembangunan Jalan Tol Kediri-Tulungagung dengan merekapitulasi data volume lalu lintas, menghitung derajat kejenuhan jalan eksisting sebelum dan sesudah adanya pembangunan jalan tol dan melakukan analisis perpindahan pengguna jalan eksisting ke jalan tol. Lalu melakukan analisis kelayakan ekonomi dengan menghitung penghematan yang terjadi akibat biaya operasional kendaraan (BOK) dan nilai waktu menggunakan metode Jasa Marga, dan menghitung BCR, NPV, serta IRR. Kemudian melakukan analisis kelayakan finansial berupa keuntungan atau kerugian yang akan diperoleh investor dengan parameter analisis BCR, NPV, IRR serta PbP. Dari hasil pemodelan JICA 1 berdasarkan penyebaran kuesioner didapatkan nilai kalibrasi a = 41,82473, b = 0,243383 pada pada kendaraan gol. I dan nilai kalibrasi a = 16,39769, b = 0,393668 pada pada kendaraan gol. II. Dari hasil analisis kelayakan ekonomi, diperoleh bahwa nilai BCR sebesar 11,656 (BCR>1), NPV sebesar Rp91.043.209.729.042 (NPV>0), dan IRR sebesar 18,3811% (IRR>Suku bunga). Pada analisis kelayakan finansial dengan menggunakan suku bunga sebagai discount rate, diperoleh nilai BCR sebesar 6,265 (BCR>1), NPV sebesar Rp44.977.644.753.162 (NPV>0), IRR sebesar 11,872% (IRR>Suku bunga), dan PP pada tahun ke-24 bulan ke-7 setelah jalan tol Kediri-Tulungagung di operasikan. Berdasarkan analisis tersebut, maka Jalan Tol Kediri-Tulungagung dinyatakan layak dari segi ekonomi dan finansial ketika menggunakan suku bunga sebagai discount rate.

The Kediri-Tulungagung Toll Road is a part of the Non-Trans Java Toll Road which is included in a national strategic project. The Kediri-Tulungagung Toll Road was built to facilitate activities and economic activities in the southern part of East Java and support access connectivity to Kediri Airport, thus providing the potential for economic improvement. With the Kediri-Tulungagung Toll Road, the choice of routes connecting Kediri and Tulungagung Regencies will increase. The purpose of preparing this thesis is to analyze the feasibility of the Kediri-Tulungagung toll road development project from an economic and financial perspective. A project feasibility study is a study to assess the project to be undertaken. In this thesis, the feasibility of developing the Kediri-Tulungagung Toll Road will be analyzed by recapitulating traffic volume data, calculating the degree of saturation of the existing road before and after the construction of the toll road and conducting an analysis of the transfer of existing road users to the toll road. Then carry out an economic feasibility analysis by calculating the savings resulting from vehicle operating costs (BOK) and time value using the Jasa Marga method, and calculating BCR, NPV, and IRR. Then carry out a financial feasibility analysis in the form of profits or losses that will be obtained by investors with BCR, NPV, IRR and PbP analysis parameters. From the results of JICA 1 modeling based on the distribution of questionnaires, calibration values a = 41.82473, b = 0.243383 were obtained on class vehicles. I and calibration value a = 16.39769, b = 0.393668 on class vehicles. II. From the results of the economic feasibility analysis, it was found that the BCR value was 11,656 (BCR>1), NPV was IDR91,043,209,729,042 (NPV>0), and IRR was 18.3811% (IRR>Interest rate). In the financial feasibility analysis using interest rates as discount rates, BCR values were obtained at 6,265 (BCR>1), NPV of Rp 44,977,644,753,162 (NPV>0), IRR of 11,872% (IRR>Interest rate), and PP in the 24th year of the 7th month after the Kediri-Tulungagung toll road was operated. Based on this analysis, the Kediri-Tulungagung Toll Road is declared economically and financially feasible when using interest rates as a discount rate.
