Abstract

Pertumbuhan penduduk di Indonesia memiliki beberapa dampak terutama kebutuhan tempat tinggal dan infrastruktur serta menurunnya kualitas lingkungan. Masalah diatas dapat diatasi dengan pembangunan tempat tinggal dan infrastruktur, namun pembangunan tersebut juga terhambat oleh biaya yang dapat dikeluarkan oleh Pemerintah dan dampak lingkungan yang disebabkan sejak masa pelaksanaan konstruksi hingga pemeliharaan. Dengan adanya permasalan tersebut maka diperlukan konsep pembiayaan proyek dengan skema Kerjasama Pemerintah Badan Usaha (KPBU) Berkelanjutan. Proyek dengan skema KPBU berkelanjutan dinilai mampu menjawab permasalahan tersebut. Terdapat lima variabel yang ditinjau sebagai factor kesuksesan proyek KPBU Berkelanjutan yaitu Dukungan Masyarakat, Kelayakan Ekonomi, Konsistensi Kebijakan Pemerintah, Transparansi Pengadaan dan Pengurangan Dampak Negatif untuk Lingkungan. Penelitian ini bertujuan mencari faktor yang paling berpengaruh terhadap kesuksesan proyek KPBU berkelanjutan pada jalan tol. Analisa menggunakan metode PLS-SEM yang menghasilkan variabel berpengaruh adalah variabel Kelayakan Ekonomi, Konsistensi Kebijakan Pemerintah dan Dukungan Masyarakat. Sedangkan variabel Transparansi Pengadaan dan Pengurangan Dampak Negatif untuk Lingkungan tidak memiliki pengaruh.

Population growth in Indonesia has several impacts, especially the need for housing and infrastructure as well as declining environmental quality. The above problems can be overcome by building shelters and infrastructure, but this development is also hampered by the costs that can be incurred by the Government and the environmental impacts caused from the construction to maintenance period.
Given these problems, the concept of project financing is needed under the Sustainable Public Private Partnership (PPP) scheme. Projects with a PPP scheme are considered capable of answering these problems. There are five variables that are reviewed as factors for the success of the Sustainable PPP project, namely Social Support, Economic Viability, Consistency of Government Policies, Procurement Transparency and Reduction of Negative Impacts on the Environment. This study aims to find the factors that most influence the success of sustainable PPP projects on toll roads. Analysis using the PLS-SEM method produces influential variables, namely the variables of Economic Viabilitiy, Government Policy Consistency and Social Support. While the variables of Procurement Transparency and Reduction of Negative Impacts on the Environment have no effect.
