Abstract

Kepanjen merupakan pusat pemerintahan dari Kabupaten Malang. Lokasi ini juga merupakan titik lewat kendaraan dari Kota Malang yang akan menuju ke daerah Karesidenan Kediri di timur dan Karesidenan Besuki di barat. Seiring dengan hal itu, terdapat rencana pembangunan Jalan Tol Agungblijen (Tulungagung – Blitar – Kepanjen) dan Jalur Lintas Selatan Pulau Jawa (JLS) yang mana keduanya akan melewati Kepanjen. Maka dari itu dengan keadaan volume kendaraan yang tinggi dan adanya rencana pembangunan tersebut, direncanakanlah pembangunan Jalan Tol Malang – Kepanjen yang akan menghubungkan Kota Malang dengan Kepanjen. Proyek pembangunan ini merupakan proyek unsolicited atau diprakarsai oleh pihak badan usaha sehingga termasuk dalam skema Kerjasama Pemerintah dan Badan Usaha (KPBU) yang bertujuan untuk memenuhi salah satu Rencana Pembangunan Jangka Menengah Nasional (RPJMN) yaitu pemerataan infrastruktur jalan tol di seluruh Indonesia. Dalam perencanaan Jalan Tol Malang – Kepanjen diperlukan adanya pertimbangan aspek ekonomi dan finansial untuk menjadi acuan proses investasi supaya dapat diketahui kelayakan pembangunannya. Sehingga perlu dilakukan studi kelayakan Jalan Tol Malang – Kepanjen ditinjau dari aspek ekonomi dan finansial untuk mengetahui besaran penghematan Biaya Operasi Kendaraan (BOK) dan Nilai Waktu (Time Value), serta besaran pemasukan akibat pembayaran tarif tol jika Jalan Tol Malang – Kepanjen telah beroperasi.

Data yang diperlukan untuk menganalisis kelayakan Jalan Tol Malang – Kepanjen adalah data geometrik jalan eksisting, jalan tol, dan data lalu lintas yang didapatkan dari data sekunder. Data tersebut digunakan untuk menganalisis kinerja jalan sebelum dan sesudah adanya jalan tol, mencari persentase perpindahan kendaraan dengan Trip Assignment, menganalisis penghematan Biaya Operasi Kendaraan (BOK) dan Nilai Waktu (Time Value), pemasukan akibat tarif tol, serta kelayakan Jalan Tol Malang – Kepanjen dari aspek ekonomi dan finansial. Analisis Trip Assignment menggunakan metode JICA 1, Smock, Diversion Curve, dan Davidson. Dari ke-4 metode tersebut akan digunakan metode dengan hasil yang valid. Pada perhitungan penghematan Biaya Operasional Kendaraan (BOK) dan Nilai Waktu (Time Value) akan digunakan metode Jasa Marga. Untuk analisis aspek kelayakan ekonomi akan menggunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), dan Economic Internal Rate of Return (EIRR) Untuk aspek kelayakan finansial akan menggunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), Financial Internal Rate of Return (FIRR), Payback Period (PP), dan besaran Viability Gap Funding (VGF).

Berdasarkan hasil analisis kelayakan ekonomi, diperoleh BCR sebesar 1,12 (BCR > 1), NPV sebesar Rp 1.141.364.912.070,13 (NPV > 0), dan EIRR sebesar 5,12% (EIRR > Suku Bunga). Pada hasil analisis kelayakan finansial diperoleh BCR sebesar 1,071 (BCR >1), NPV sebesar Rp 649.133.169.800,01 (NPV > 0), FIRR sebesar 4,87% (FIRR > Suku Bunga), dan PP pada tahun ke-42 bulan ke-10 hari ke-24. Namun dikarenakan nilai FIRR < MARR (10,13%), maka diperlukan Viability Gap Funding sebesar 5,26% supaya tingkat pengembalian (FIRR) sesuai dengan MARR. Berdasarkan analisis tersebut, Jalan Tol Malang – Kepanjen dinyatakan layak secara aspek ekonomi dan finansial namun membutuhkan Viability Gap Funding.

Kepanjen is the administrative center of Malang Regency. This location is also the passing point for vehicles from Malang City that will go to the Kediri Residency in the east and the Besuki Residency in the west. Along with this, there are plans for the construction of the Agungblijen Toll Road (Tulungagung - Blitar - Kepanjen) and the Java Southern Route (JLS), both of which will pass through Kepanjen. Therefore, with the condition of high vehicle volume and the development plan, it is planned to build the Malang - Kepanjen Toll Road which will connect Malang City with Kepanjen. This development project is an unsolicited project or initiated by a business entity so that it is included in the Public Private Partnership (PPP) scheme which aims to fulfill one of the National Medium Term Development Plans (RPJMN), namely equal distribution of toll road infrastructure throughout Indonesia. In planning the Malang - Kepanjen Toll Road, it is necessary to consider economic and financial aspects to become a reference for the investment process so that the feasibility of the construction can be determined. So it is necessary to carry out a feasibility study for the Malang - Kepanjen Toll Road from economic and financial aspects to determine the amount of savings in Vehicle Operating Costs (BOK) and Time Value, as well as the amount of income due to toll fee payments if the Malang - Kepanjen Toll Road is already in operation.

The data needed to analyze the feasibility of the Malang - Kepanjen Toll Road are the geometric of existing roads, geometric of toll roads, and traffic data obtained from secondary data. The data is used to analyze road performance before and after the existence of the toll road, find the percentage of vehicle movement with Trip Assignment, analyze the savings in Vehicle Operating Costs (BOK) and Time Value (Time Value), income due to toll rates, and the feasibility of the Malang - Kepanjen Toll Road from an economic and financial perspective. Trip Assignment analysis uses the JICA 1, Smock, Diversion Curve, and Davidson methods. Of the 4 methods, a method with valid results will be used. In calculating the savings in Vehicle Operating Costs (BOK) and Time Value, the Jasa Marga method will be used. For the analysis of the economic feasibility aspect, Benefit Cost Ratio (BCR), Net Present Value (NPV), and Economic Internal Rate of Return (EIRR) parameters will be used. For the financial feasibility aspect, Benefit Cost Ratio (BCR), Net Present Value (NPV), Financial Internal Rate of Return (FIRR), Payback Period (PP), and the amount of Viability Gap Funding (VGF) will be used.

Based on the results of the economic feasibility analysis, a BCR of 1.12 (BCR > 1) was obtained, an NPV of IDR 1,141,364,912,070.13 (NPV > 0), and an EIRR of 5.12% (EIRR > Interest Rate). The results of the financial feasibility analysis obtained a BCR of 1.071 (BCR > 1), an NPV of IDR 649,133,169,800.01 (NPV > 0), a FIRR of 4.87% (FIRR > Interest Rate), and PP occurs in the 42nd year 10th month 24th day. But because the value of FIRR < MARR (10,13%), it is necessary to have a Viability Gap Funding of 5.26% so that the rate of return (FIRR) is in accordance with MARR. Based on this analysis, the Malang – Kepanjen Toll Road is declared feasible from economic and financial aspects but requires Viability Gap Funding.
