Abstract

Kota Surabaya adalah salah satu kota dengan laju pertumbuhan penduduk yang tinggi. Padatnya pemukiman yang tidak disertai kondisi sanitasi yang baik dapat menimbulkan pencemaran kualitas air. Hal ini dapat berdampak pada kesehatan dan kualitas badan air di Surabaya. Adapun menurut Kementerian Perencanaan Pembangunan Nasional (Bappenas), target akses sanitasi layak dan aman tahun 2024 pada Provinsi Jawa Timur yaitu 95% dan 20%. Sedangkan persentase rumah tangga dengan akses sanitasi layak di Kota Surabaya sebesar 91,84%. Oleh karena itu, sesuai dengan Peraturan Daerah Kota Surabaya No. 12 Tahun 2014 tentang RTRW Kota Surabaya Tahun 2014-2034 membuat kebijakan dan strategi perencanaan wilayah struktur ruang wilayah berupa jaringan infrastruktur perkotaan berupa penyediaan instalasi Pengolahan Air Limbah (IPAL) terpusat dan IPAL komunal terpadu. Kecamatan Sukolilo merupakan salah satu kecamatan di Kota Surabaya yang termasuk dalam pusat lingkungan pada unit pengembangan penyediaan IPAL terpusat. Wilayah perencanaan SPAL dan IPAL pada Kecamatan Sukolilo difokuskan pada daerah padat penduduk meliputi seluruh Kelurahan Nginden Jangkungan, dan sebagian Kelurahan Menur Pumpungan, Semolowaru, Medokan Semampir, dan Klampis Ngasem. Perencanaan diawali dengan menemukan perbedaan dari kondisi eksisting dan ideal pada wilayah perencanaan. Data yang diperlukan untuk perencanaan ini berupa kualitas dan debit air limbah domestik serta jumlah penduduk dari wilayah perencanaan. Debit rata-rata air limbah domestik yang diolah pada IPAL 1 dan IPAL 2 masing-masing sebesar 3.298 dan 4.747 m3/hari. SPAL direncanakan menggunakan sistem small bore sewer dengan jenis pipa PVC berdiameter antara 100 - 300 mm. IPAL direncanakan menggunakan proses aerobik. Unit IPAL pada IPAL 1 dan 2 terdiri dari sumur pengumpul, grit chamber, bak pengendap 1, tangki aerasi, dan bak pengendap 2 dengan luas total yaitu 1.390 dan 1.531 m2. Total RAB IPAL 1 dan 2 masing-masing yaitu Rp 28.792.255.000 dan Rp 46.573.161.000.

Surabaya is one of the cities with a high population growth rate. Dense settlements that are not accompanied by good sanitary conditions can cause water quality pollution. This can have an impact on the health and quality of water bodies in Surabaya. Meanwhile, according to the Ministry of National Development Planning (Bappenas), the target for access to proper and safe sanitation in 2024 in East Java Province is 95% and 20%. Meanwhile, the proportion of households with access to proper sanitation in the city of Surabaya is 91.84%. Therefore, in accordance with the Regional Regulation of the City of Surabaya No. 12 of 2014 concerning the Surabaya City RTRW 2014-2034 establishes regional spatial structure planning policies and strategies in the form of urban infrastructure in the form of providing infrastructure Wastewater Treatment (WWTP) installations and integrated communal WWTP. Sub-district of Sukolio is one of the area in Surabaya which is included in the environmental center in the WWTP development unit. The severage and WWTP planning areas in Sukolilo District focus on densely populated areas covering the entire Nginden Jangkungan Village, and parts of the Menur Pumpungan, Semolowaru, Medokan Semampir, and Klampis Ngasem Villages. This study begins with finding the differences between the existing and ideal conditions in the planning area. The data required for this planning are the quality and discharge of domestic wastewater as well as the population of the planning area.
The average discharge of domestic wastewater treated at WWTP 1 and WW2 is 3,298 and 4,747 m3/day, respectively. SPAL is planned to use a small-bore sewer system with a type of PVC pipe with a diameter of between 100 - 300 mm. WWTP is planned to use an aerobic process. The WWTP units in WWTP 1 and 2 consist of collecting wells, grit chambers, settling tanks 1, aeration tanks and settling tanks 2 with a total area of yaitu 1.390 dan 1.531 m2.The total RAB of IPAL 1 and 2 are Rp 28.792.255.000 and Rp 46.573.161.000.
