Abstract

Indonesia memiliki luas wilayah laut yang besar namun tidak diimbangi dengan upaya pengawasan yang optimal sehingga sering terjadi illegal, unreported, and unregulated (IUU) fishing dan Transshipment di wilayah perairan Indonesia. Suatu kapal yang akan melakukan IUU Transshipment cenderung melakukan pergerakan anomali. Kondisi anomali adalah keadaan dimana terjadinya ketidaknormalan pada pergerakan kapal yang keluar dari jalur semestinya. Tugas Akhir ini dilakukan untuk merancang sistem terintegrasi identifikasi IUU transshipment menggunakan Isolation forest dan Sistem Logika Fuzzy tipe 1 berbasis data AIS pada kondisi anomali trayektori. Data penelitian didapatkan dari situs marinetraffic.com, Marine Reliability and Safety Laboratory, dan penelitian sebelumnya. Subsistem anomali dirancang menggunakan iForest, subsistem seleksi dan keputusan dirancang menggunakan Sistem Logika Fuzzy tipe 1. Perfomansi yang dihasilkan sistem yakni pada subsistem anomali dapat memprediksi dengan tepat data yang mengalami anomali dengan akurasi 100% dan tingkat kepercayaan 53.50%. untuk subsistem seleksi menghasilkan tingkat kepercayaan 83.67%. dan untuk subsistem keputusan menghasilkan tingkat kepercayaan sebesar 83.67%.

Indonesia has a large sea area, but it is not balanced with optimal monitoring efforts so that illegal, unreported, and unregulated (IUU) fishing and transshipment often occur in Indonesian waters. A ship that will carry out IUU Transshipment tends to carry out anomalous movements. An anomaly condition is a condition where there is an anomaly in the movement of the ship that is out of line. This final project was carried out to design an integrated IUU transshipment identification system using isolation forest and type 1 Fuzzy Logic System based on AIS data in trajectory anomaly conditions. Research data was obtained from the marinetraffic.com website, Marine Reliability and Safety Laboratory, and previous research. The anomaly subsystem was designed using iForest, the selection and decision subsystem was designed using a Fuzzy Logic System type 1. The performance produced by the system is that the anomaly subsystem can accurately predict data that is experiencing an anomaly with 100% accuracy and 53.50% confidence level. for the selection subsystem produces an output of 83.67%. and for the decision subsystem produces an output 83.67%.
