Abstract

Perwakilan Dinas Perindustrian Kota Semarang meminta agar hanya tiga dari lima sentra batik yang akan dijadikan klaster industri Batik Semarang, yakni Sentra Batik Rejomulyo, Sentra Batik Warna Alam, dan Sentra Batik Tapak Dara Meteseh, karena lesunya aktivitas produksi di Sentra Batik Mangrove Srikandi Kusuma dan peralihan produk utama yang dihasilkan Sentra Batik Kanfer ke ecoprint. Beberapa kendala yang dialami sentra-sentra batik tersebut yang menghambat perkembangannya, yaitu permasalahan lingkungan, keterbatasan lahan, kurangnya bantuan dana dari pihak luar dan pemerintah, serta fasilitas umum yang belum memadai. Peningkatan daya saing suatu klaster industri diperlukan untuk meningkatkan pendapatan daerah dan nasional. Penelitian ini menyajikan analisis dan perancangan klaster industri Kampung Batik Semarang dengan menggunakan analisis rantai nilai dan model berlian Porter. Selain itu, potensi risiko pada rantai nilai klaster industri dianalisis melalui metode House of Risk Multistakeholder sehingga dapat diberikan rekomendasi berupa optimalisasi peran pemangku kepentingan klaster industri. Pemangku kepentingan yang ada dianalisis dari kondisi Sentra Batik Semarang saat ini. Pemetaan pemangku kepentingan untuk kondisi yang diinginkan dilakukan dengan General Stakeholder Model. Pemangku kepentingan klaster industri pada kondisi saat ini dan kondisi yang diinginkan dianalisis untuk mendapatkan kebutuhannya masing-masing dalam mengembangkan usahanya. Kriteria keberhasilan klaster industri juga dianalisis, baik untuk kondisi saat ini maupun yang diinginkan. Model rantai nilai diilustrasikan dan menggambarkan kegiatan utama dan pendukung serta siapa pemangku kepentingan industri yang bertanggung jawab atas setiap kegiatan sehingga diperoleh pemahaman yang lebih baik tentang bagaimana klaster industri akan menjalankan proses bisnisnya. Model berlian Porter mengidentifikasi faktor-faktor kunci yang menentukan daya saing klaster industri melalui faktor-faktor penentu utamanya, yaitu faktor kondisi, kondisi permintaan, strategi perusahaan, serta industri terkait dan pendukung. Peluang dan pemerintah mempengaruhi faktor penentu utama. Desain sistem klaster industri telah ditetapkan. Kelompok lembaga pemerintah, kelompok lembaga penelitian dan pengujian, serta Pokdarwis merupakan pemangku kepentingan terpilih yang mempunyai kekuasaan dan kepentingan tinggi terhadap klaster industri. Berdasarkan hasil metode HOR Multistakeholder, terdapat 48 potensi risiko yang dikelompokkan menjadi 29 kejadian risiko dan 19 agen risiko. Setiap pemangku kepentingan terpilih dan seluruh pemangku kepentingan terpilih diberikan rekomendasi berupa tindakan mitigasi risiko prioritas yang teridentifikasi dengan total kumulatif ARP atau CARP sebesar 75%.

The representatives of the Semarang City Industry Department request to only observes three out of five batik centers to be Batik Semarang industrial cluster, namely Rejomulyo Batik Center, Warna Alam Batik Center, and Tapak Dara Meteseh Batik Center, due to the sluggishness in production activities at the Mangrove Srikandi Kusuma Batik Center and the switch in main products produced by Kanfer Batik Center to ecoprint. Several obstacles experienced by these batik centers that hinder their development, namely environmental issues, area limitations, lack of financial help from external parties and the government, and inadequate public facilities. Improving the competitiveness of an industrial cluster is needed to increase regional and national income. This research presents the analysis and the design of the industrial cluster of Kampung Batik Semarang by using Value Chain Analysis and Diamond Porter Model. In addition, the potential risk in the value chain of the industrial cluster is analyzed through the House of Risk Multistakeholder method so that recommendations in the form of role optimization of industrial cluster stakeholders can be provided. Existing stakeholders are analyzed from the current condition of Semarang Batik Centers. Stakeholder mapping for the desired condition done by General Stakeholder Model. Both industrial cluster stakeholders for the current and desired condition are analyzed to obtain each requisite in developing their business. Industrial cluster success criteria were also analyzed for both current and desired conditions. Value Chain Model is illustrated and describes the primary and support activities as well as who are the industrial stakeholders in charge of each activity so that a better understanding of how the industrial cluster will run its business process is provided. Diamond Porter Model identifies the key factors that determine the competitiveness of the industrial cluster through its main determinants, namely factor condition, demand condition, firm strategy, and related and supporting industries. Chance and government influence the main determinants. Industrial cluster system design is established. The group of government institutions, group of research and test institutions, and Pokdarwis are the selected stakeholders that have high power and high interest in the industrial cluster. Based on the HOR Multistakeholder method result, 48 risk potentials are grouped into 29 risk events and 19 risk agents. Each selected stakeholders and all selected stakeholders provided by the recommendation in the form of priority risk mitigation actions that were identified with a total cumulative ARP or CARP of 75%.
