Abstract

Sub Daerah Irigasi (DI) Jejeruk Kiri Tambran merupakan bagian dari DI
Jejeruk yang secara adminstratif berada di Kabupaten Magetan, Provinsi Jawa
Timur. Secara hidrologis Sub DI Jejeruk Kiri Tambran terletak di wilayah sungai
(WS) Bengawan Solo, Daerah Aliran Sungai (DAS) Bengawan Solo, dan di Sub
DAS Kali Madiun, dimana kewenangan pengelolaan DI berada di BBWS
Bengawan Solo (> 3.000 Ha). Dilihat dari kondisi fisik, sistem irigasi Jejeruk
diperkirakan mengalami penurunan kinerja akibat faktor umur bangunan dan
faktor kondisi alam. Oleh karena itu, diperlukan adanya evaluasi kinerja sistem
irigasi JI Jejeruk (dalam penelitian ini JI Jejeruk Kiri Tambran) sebagai bagian
dari pengelolaan aset irigasi untuk mengetahui keberfungsian aset irigasi.
Tata cara evaluasi kinerja yang digunakan dalam penelitian ini mengacu
pada Peraturan Menteri Pekerjaan Umum No.32 Tahun 2007 tentang Operasi dan
Pemeliharaan Jaringan Irigasi, yang terdiri dari aspek prasarana fisik, aspek
produktifitas tanam, aspek sarana penunjang OP, aspek organisasi personalia,
aspek dokumentasi, dan aspek Perkumpulan Petani Pemakai Air (P3A). Penilaian
aspek kinerja disini mengandung unsur subjektifitas, kekaburan, dan
ketidakpastian dalam menguantifikasi penilaian berdasarkan pengamatan fisik dan
pendapat manusia. Untuk itu, penelitian ini juga menggunakan fuzzy set theory
yang mampu mengakomodasi unsur-unsur tersebut. Penelitian ini bertujuan untuk
membandingkan penilaian kinerja sistem irigasi Sub DI Jejeruk Kiri Tambran
menggunaan metode manual Balai Besar Wilayah Sungai (BBWS) Bengawan
Solo dengan penilaian menggunakan metode fuzzy set theory .
Hasil penelitian menunjukkan bahwa nilai kinerja sistem irigasi Sub DI
Jejeruk Kiri Tambran dengan menggunakan metode manual BBWS Bengawan
Solo yaitu 77,69%, sedangkan nilai kinerja sistem irigasi dengan menggunakan
metode fuzzy set theory adalah 73,45%. Terdapat selisih sebesar 4,24% antara
penilaian kinerja sistem irigasi dengan metode manual BBWS Bengawan Solo
dengan metode fuzzy set theory. Berdasarkan uji-t, penilaian kinerja sistem irigasi
dengan menggunakan kedua metode tidak menghasilkan perbedaan yang
signifikan, namun penilaian dengan metode fuzzy set theory mampu memberikan
hasil yang realistis dibandingkan dengan metode manual karena telah mampu
mengakomodasi unsur-unsur subjektifitas dan ketidakpastian dalam penilaian. ========== Sub Irrigation Area of Jejeruk Kiri Tambran is part of Jejeruk Irrigation
Area which is administratively located in Magetan District, Province of East Java.
Hydrologically Sub Jejeruk Kiri Tambran Irrigation Area is located in Bengawan
Solo river basin, Bengawan Solo Watershed, and in Sub Kali Madiun watershed,
where the management authority is under the Bengawan Solo (BS) River Basin
Agency (> 3,000 ha). Viewed from the physical conditions, irrigation systems of
Jejeruk is expected to experience performance degradation due to age factor and
the factor of building and natural conditions. Therefore, it is necessary to evaluate
the performance of irrigation systems of Jejeruk Kiri Tambran as part of the asset
management of irrigation to determine the functioning of the irrigation assets.
Performance evaluation procedure used in this study refers to the Minister
‘s Regulation of Public Works Ministry No.32 of 2007 on Operation and
Maintenance of Irrigation Network, which consists of the physical infrastructure
aspects, aspects of plant productivity, supporting facilities of operation and
maintenance aspects, organizational aspects of personnel, documentation aspects,
and aspects of water user associations. Assessment in the aspects of performance
here contain elements of subjectivity, vagueness and uncertainty in quantifying
physical observations and judgments based on human opinion. Therefore, this
study also used fuzzy set theory able to accommodate these elements. This study
aims to compare the performance evaluation of irrigation systems Sub Jejeruk
Kiri Tambran Irrigation Area used manual methods of BS River Basin agency
with the evaluation method of fuzzy set theory .
The results showed that the performance of irrigation systems of Sub
Jejeruk Kiri Tambran irrigation area using manual methods of BS River Basin
agency is 77.69%, while the value of irrigation system performance by using
fuzzy set theory is 73.45%. There is a difference of 4.24% between the assessment
of the performance of the irrigation system with manual methods BS River Basin
agency with fuzzy set theory. Based on t-test, performance assessment of
irrigation systems using both methods did not produce a significant difference, but
the assessment by the method of fuzzy set theory is able to provide realistic results
compared with manual methods because it has been able to accommodate the
elements of subjectivity and uncertainty in the assessment.
