Abstract

Penyedia jasa EPC (Engineering, Procurement dan Construction) selalu
dipenuhi risiko dalam pelaksanaan proyek. Risiko yang terjadi salah satunya
pembangunan Jacket Platform Banuwati-K Gas Compressor di PT. PAL
Indonesia dengan lingkup dampak risiko pada kinerja waktu. Risiko yang akan
diteliti adalah pada fase desain engineering, fase procurement, dan fase
construction, yang menyebabkan proyek diselesaikan terlambat dari waktu yang
direncanakan. Hasil penelian dari tugas akhir ini yang dibantu dengan uji
persamaan persepsi Kruskal-Wallis untuk mendapatkan persamaan persespi dan
Matriks risiko untuk mendapakan level risiko. Dari 3 variabel yang dianalisis
terdapat 22 sub variabel yang mempunyai persepsi sama dari tiap respoden. Dari
22 sub variabel tersebut terdapat tiga sub variabel yang memiliki level risiko
tinggi dan sangat tinggi yaitu: Ketidakcocokan desain dengan pelaksanaan dengan
nilai probability= 0,600 dan nilai impact = 0,213, Sering terjadi re-design/rework dengan nilai probability= 0,667 dan nilai impact = 0,408, Perubahan
spesifikasi oleh owner work dengan nilai probability= 0,633 dan nilai impact =
0,375, Keterlambatan pasokan material/bahan dengan nilai probability= 0,600
dan nilai impact = 0,367 , dan Perubahan desain yang cukup sering terjadi dengan
nilai probability= 0,617 dan nilai impact = 0,400. Kelima sub variabel tersebut
dilakukan mitigasi risiko untuk mengurangi dampak terhadap waktu. Strategi
mitigasi yang digunakan adalah: koordinasi, komitmen, dan memperjelas lingkup
kontrak dengan owner.

Service providers EPC (Engineering, Procurement and Construction) always filled
risks in project implementation. The risk happens at Platform Jacket Banuwati-K
Gas Compressor project at PT. PAL Indonesia and the scope of the impact of risk
base on time. Risk to be studied is the engineering design phase, procurement
phase, and construction phase, which causes the project late from the time has
been planned. The results of the study presented this final project is helped by
the Kruskal-Wallis test to get same perception from each expert judgement and
the risk matrix to get risk level. From three variables that were analyzed
contained 22 sub-variables that have the same perception from each expert
judgement. From 22 sub-variables, there are five sub-variables that have a high
and very high risk levels, those are: Incompatibility the design with
implementation with probability score = 0.600 and impact score = 0.213,
redesign/rework often happens with probability score = 0.667 and impact score =
0.408, specification changes by the owner with a probability score = 0.633 and
impact score = 0.375, delay in supply of materials / equipment with a probability
score = 0.600 and impact score = 0.367, and design changes are quite often with a
probability score = 0.617 and impact score = 0,400. These five sub-variables is
reduce the impact on time by risk mitigation. Mitigation strategies are:
coordination, commitment, and clarify the scope of the contract with the owner.
